HomeMy WebLinkAbout11831 RES - 12/12/1973• JRR:HG:jkh:12- 11 -73; let • A RESOLUTION MAKING FINDINGS OF FACT; AND IN SUPPORT OF THE TEXAS COASTAL AND MARINE COUNCIL TO ESTABLISH ARTI- FICIAL REEFS IN THE TEXAS GULF COAST; AND DECLARING AN EMERGENCY. WHEREAS, the Federal Government has made available to the State surplus World War II Liberty Ships for scuttling to serve as artificial fishing reefs in the Gulf of Mexico; and WHEREAS, such reefs significantly increase the biological pro- ductivity of marine life and concentrate existing fish populations into small areas to greatly enhance the public fishing interest; and WHEREAS, careful consideration is being taken in the creation of such reefs for recreational purposes to insure safety against the inter- ference with other uses of the sea; and WHEREAS, the Texas Coastal and Marine Council has consulted with the National Oceanic and Atmospheric Administration, the National Marine Fisheries Service, the U. S. Coast Guard, the U. S. Corps of Engineers, and the Secretary of Commerce; and WHEREAS, the Council has held numerous public hearings to resolve any problems the reefs may present to the environment, the conflict of use, and the navigational safety; and WHEREAS, the Council is statutorily charged to assist the State in the comprehensive assessment and planning of coastal and marine- related affairs in this State and their relationship,to national and international marine - related affairs; and WHEREAS, one of the proposed locations for an artificial reef is 15 to 20 miles southeast of Fort Aransas; and WHEREAS, the City Council of the City of Corpus Christi is on record, by virtue of Resolution No. 11369, passed and approved on March 21, 1973, as supporting the artificial reef program and desires to express its continued support for said program: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council of the City of Corpus Christi, Texas, recognizes the dire need of and wholly supports the Texas Coastal and Marine Council on the artificial reef program. 11831- SECTION 2. That the City Secretary is hereby authorized and directed to forward copies of this Resolution to the elected area representa- tives at the State level, to the Governor and to the elected Texas representa- tives at the National level. SECTION 3. The necessity to conserve marine life creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, having requested the suspension of the Charter rule and that this resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the 12th day of December, 1973.
