AN ORDINANCE
AMENDING SECTION 5 -43, CORPUS CHRISTI CITY
CODE, 1958, SO AS TO PROVIDE FOR THE TERM
OF ISSUE OF DOG LICENSES; AUTHORIZING
LICENSES TO BE ISSUED DURING THE MONTH OF
DECEMBER FOR THE ENSUING YEAR, OR DURING
ANY PART OF THE YEAR FOR THE REMAINDER OF
THE YEAR; PROVIDING FOR SEVERABILITY; PRO -
VIDING FOR PUBLICATION; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That Section 5 -43, Corpus Christi City
Code, 1958, be and the same hereby is amended to read as
follows:
"Sec. 5 -43. Term.
"Each dog license issued under this division, unless
sooner revoked by the officer in charge of the humane depart-
ment, shall be valid and effective for a period of one (1)
year under the terms herein provided. A license may be
issued for each ensuing year during the month of December,
or during any part of the year for the remainder of that year."
SECTION 2. If for any reason any section, paragraph,
subdivision, clause, phrase, word, or provision of this ordinance
shall be held invalid or unconstitutional by final judgment
of a court of competent jurisdiction it shall not affect any
other section, paragraph, subdivision, clause, phrase, word,
or provision of this ordinance, for it is the definite intent
of this City Council that every section, paragraph, subdivision,
clause, phrase, word, or provision hereof be given full force
and effect for its purpose.
SECTION 3. Publication shall be made by publish-
ing the caption one time in the official newspaper of the City
stating in substance the purpose of the ordinance.
SECTION 4. The necessity to provide for a longer
period of time for obtaining dog licenses creates a public

emergency and an imperative public necessity requiring the
suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction and
that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor having
declared such emergency and necessity to exist, and having
requested the suspension of the Charter rule and that this
ordinance be passed finally on the date of its introduction
and take effect and be in full force and effect from and
after its passage, IT IS ACCORDINGLY SO ORDAINED, this the
day of January, 1974.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
