HomeMy WebLinkAbout11972 RES - 03/27/1974�JRR:MLM;jkh ; 3- 26 -74; 1st A RESOLUTION URGING THAT THE BILL PENDING BEFORE THE UNITED STATES HOUSE OF REPRESENTATIVES (HR5845) BE AMENDED OR BE REINTRODUCED TO PROVIDE THAT LOCAL CORPUS CHRISTI INTERESTS 14ILL INVEST $15,000,000 INITIALLY AND REPAY THE BALANCE OF THE PROJECT COST WITHIN 40 YEARS IN ORDER TO EXPEDITE AUTHORIZATION OF THE NUECES RIVER - CHOKE CANYON PROJECT; FURTHER PROVIDING THAT WHEN SAID BILL IS SO AMENDED AND BECOMES LAW CORPUS CHRISTI WILL PROVIDE $15,000,000 OR SEE THAT IT IS PROVIDED; FURTHER, EXPRESSING APPRECIATION FOR THE CONTINUED LEADERSHIP AND GUIDANCE OF THE CORPUS CHRISTI CONGRESSIONAL DELEGATION; DIRECTING THAT COPIES OF THIS RESOLUTION BE FURNISHED TO THE SOUTH TEXAS DELEGATION; AND DECLARING AN EMERGENCY. • WHEREAS, Corpus Christi has accepted responsibility for the water supply of the Coastal Bend Area of Texas, extending from Alice to Rockport; and WHEREAS, the Coastal Bend Area needs to promptly commence construc- tion of another reservoir so that an adequate water supply will be available no later than 1980 or soon thereafter; and WHEREAS, the Bureau of Reclamation, the Texas Water Development Board, and all water agencies who have investigated the area water supply agree that another reservoir is needed no later than 1980; and WHEREAS, the Bureau of Reclamation has developed the Nueces River Project - Choke Canyon, a project that now has the unified support of area leaders as witnessed by the House of Representatives, Subcommittee on Water and Power Resources of the Committee on Interior and Insular Affairs at its hearing in Three Rivers, Texas, on November 10, 1973; and WHEREAS, Corpus Christi is seeking Federal assistance to construct a multi- purpose facility which will provide maximum protection for Nueces Bay and its related bays and estuaries and will enhance recreation activi- ties and be more beneficial to local interests because: (1) It provides long -term financing without creating overlapping tax - supported or revenue debt which would otherwise sharply curtail the City's ability to incur other debt for municipal purposes, (2) It provides long -term money at a reasonable interest rate, 119 '72 (3) It makes available Federal right -of -way acquisition procedures, and (4) It makes available the substantial dam- building expertise of the Bureau of Reclamation; and WHEREAS, Corpus Christi has now determined that initial local financial participation and a shorter repayment schedule are desirable to encourage Federal approval and participation: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEMS: SECTION 1. To expedite authorization of the Nueces River - Choke Canyon Project, the City Council of Corpus Christi respectfully requests that the Bill now before the United States House of Representatives (HR5845) and the United States Senate (51294) be amended or re- introduced to provide that local interests invest $15,000,000 initially and repay the balance of the reimbursable portion of the project cost within 40 years. SECTION 2. When the Bill so amended or re- introduced finally passes and becomes law, Corpus Christi will either provide the $15,000,000 or see that it is provided. SECTION 3. Corpus Christi appreciates the continued leadership and guidance of the South Texas Congressional delegation. SECTION 4. That the City Secretary is hereby directed to furnish copies of this Resolution to the South Texas Congressional delegation. SECTION 5. The fact that there is an urgency to provide an adequate water supply in the Coastal Bend Area and the further fact that the members of the City Council, as the elected representatives of the citizens of Corpus Christi, desire to express their willingness and to assist in expediting the Nueces River - Choke Canyon Project creates a public emergency and an imperative public necessity requiring the suspen- sion of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, -2- and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the 27th day of March, 1974.
