A RESOLUTION
WHEREAS, the Office of Economic Opportunity as established by
the Economic Opportunity Act of 1964 provides financial support to the
Nueces County Community Action Agency; and
WHEREAS, funding for Community Action programs through the Office
of Economic Opportunity will cease as of June 30, 1974; and
WHEREAS, since its creation, the Nueces County Community Action
Agency has provided a needed measure of service to the citizens of Corpus
Christi; and
WHEREAS, there is currently a bill before the Congress of the
United States, H.R. 12464, entitled "Economic Opportunity Amendments of
1974 ", which would authorize the extension of the Economic Opportunity
Act for an additional three years: cnO4I ^-
NOW, THERFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City of Corpus Christi hereby expresses its
support of the passage of H.R. 12464 to insure the continuation of Community
Action Programs.
SECTION 2. That the City Manager be and he is hereby authorized
to forward copies of this Resolution and appropriate letters of transmittal
to the Coastal Bend Area members of the United States House of Representatives.
SECTION 3. The necessity to express as soon as possible the
support of the City of Corpus Christi to the passage of H.R. 12464 creates
a public emergency and an imperative public necessity requiring the suspension
of the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor having
declared such emergency and necessity to exist, and having requested the
suspension of the Charter rule and that this Resolution shall be passed
finally on the date of its introduction and take effect and be in full

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
