AN ORDINANCE
AMENDING ORDINANCE NO. 1889, WHICH PROVIDED FOR A
LIBRARY BOARD,BY ADDING AN ADDITIONAL VOTING EX- OFFICIO
MEMBER WHO SHALL BE THE PRESIDENT OF THE LA RETAMA
LIBRARY CLUB OR THE PRESIDENT'S DESIGNEE; PROVIDING FOR
REPEAL OF CERTAIN SECTIONS; AND DECLARING AN EMERGENCY.
WHEREAS, in April, 1927, the Is Retama Club of Corpus Christi, Texas,
transferred to the City of Corpus Christi, Texas, the Library which had
previously been operated by said Club, under an agreement that the City
establish a Library Board to consist of seven (7) members, and that four (4)
of said members be originally appointed for a period of two (2) years and
three (3) of said members be originally appointed for a period of one (1)
year, but thereafter all appointments to be for a period of two (2) years; and
WHEREAS, by City Charter, as amended in Novmeber, 1939, it was
provided:
"The City Council shall appoint a Library Board, to
consist of seven (7) members, each a resident of the
City, each of whom shall hold office for a term of not
less than two (2) years from the time of appointment
and until his successor is named."
and
WHEREAS, Article V, Section 15,of the City Charter of Corpus Christi,
Texas, provides that the City Council may create, change or abolish, any board,
commission or committee of the City, whether by Charter or Ordinance; and
WHEREAS, the City Council desires to add an eighth member to the
Library Board, said membership to be filled by the President of the La Retama
Club or his designee:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That Ordinance No. 1889 is hereby amended to add to
Section 1 thereof the following sentence: "There is hereby created an eighth
membership on the Library Board, said membership to be an ex- officio voting
membership, to be filled by the President of the La Retama Club or his designee."
SECTION 2. Section 2 of Ordinance No. 1889 is hereby repealed.
SECTION 3. The necessity to amend Ordinance No. 1889 as hereinabove
set forth in order to provide for an eighth member to the Library Board creates
a public emergency and an imperative public necessity requiring the suspension

of the Charter rule providing that no ordinance or resolution shall be passed
finally on the date it is introduced, but that such ordinance or resolution
shall be read at three several meetings of the City Council, and the Mayor
having declared that such public emergency and necessity exist, and having
requested that said Charter rule be suspended, and that this ordinance take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this the day of May, 1974.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
