A RESOLUTION
WHEREAS, it has come to the attention of the City Council
of the City of Corpus Christi that the growth and development of
the City are continuously expanding in proximity to the long -
established United States Navy auxiliary training fields.known
as Waldron Field and Cabaniss Field, the Main Station of N.A.S.,
Corpus Christi, and its International Airport; and
WHEREAS, the U. S. Naval aviation training program at
N.A.S., Corpus Christi requires the use of Waldron and Cabaniss
Fields, which in turn necessitates overflights by training aircraft
of developing areas whereby such flight patterns create varying
levels of noise intensity; and
WHEREAS, due to the increasing rate of conflict between
growth of living and employment areas, such as the Naval flight
training programs,studies and surveys have been effected to
determine and define the land areas most adversely affected by
the various noise levels generated by aircraft overflights; and
WHEREAS, the existence of the aforementioned Naval
installations for a period of some thirty -five years and the
perpetual development and maintenance of said facilities represents
an investment by the Government and the local community of many
millions of dollars, and the income to Government employees, who
comprise a substantial segment of the work force of the City of
Corpus Christi, taken together, exerts a very significant economic
impact on the local scene; and
WHEREAS, orderly development of the City's economic
base and residential areas requires the allocation of land for
places of employment and areas of living; and
WHEREAS, sound and proper planning dictates that the
areas between places of employment and living be transitioned in
an orderly manner so that there is the least interference of either
one by the other and the related uses can be so arranged as to
provide maximum use and enjoyment of supporting activities and
facilities which are so arranged as to provide for an efficient
and effective community; and

WHEREAS, as a result of a series of conferences between
representatives of the U. S. Navy and City officials, it has been
determined and agreed that it is to the advantage and best interest
of all parties concerned, private, public and governmental alike,
that a joint effort be put forth to adopt a solution and formulate
a plan whereby landowners, developers, investors and the U. S.
Navy may co -exist in harmony.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF CORPUS CHRISTI, TEXAS: That it is the desire of the
City of Corpus Christi to effect an economically feasible plan
whereby development and land uses surrounding airfield installations
will be permitted only in such a manner as to be compatible and
will not result in cessation of essential military and economic
activities; and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL that the
following recommendations be adopted and incorporated into a plan
to achieve the goals as herein described:
1. That all development in the hazard zone extending
a distance of 2500 feet from the end of runways
be prohibited.
2. That no additional residential development be
permitted in those zones bearing a designation
of Composite Noise Rating III, as shown by the
noise level studies referred to herein.
3. That no increase in land use density be permitted
in those zones bearing a designation of Composite
Noise Rating II.
4. That the City not extend public utility services
to those areas presented for voluntary annexation
for which residential uses are intended and which
are indicated to have a Composite Noise Rating II.
5. That the City proceed immediately with the rezoning
of the land areas surrounding Cabaniss and Waldron
Fields, and N.A.S., Corpus Christi, to the extent
permitted by law and in accordance with the
recommendations herein set out.
PASSED AND APPROVED on this the 15th day of May, 1974.

TO THE MEMBERS OF THE CITY COUNCIL

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
