TEXAS:
AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER TO ACCEPT
THE PROPOSAL OF TRACOR, INC., AS INCORPORATED HEREIN
AND MADE A PART HEREOF, MARKED EXHIBIT "A "; FURTHER,
NOTING THAT THE CITY OF CORPUS CHRISTI HAS OBTAINED
PERMISSION FROM THE CHIEF OF NAVAL AIR TRAINING TO
PROVIDE INFORMATION AS REQUIRED IN THE PROPOSAL FROM
TRACOR, INC., AS SHOWN ON EXHIBIT "B" ATTACHED HERETO
AND MADE A PART HEREOF; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,

SECTION 1. That the City Manager be, and he is hereby, authorized
and directed to accept the proposal of Tracor, Inc. for additional aircraft
noise studies for the City of Corpus Christi, as incorporated herein and made
a part hereof, marked Exhibit "A" and, further, noting that the City of Corpus
Christi has obtained permission from the Chief of Naval Air Training to provide
information as required in the proposal from Tracor, Inc., as shown on Exhibit
"B ", attached hereto and made a part hereof.
SECTION 2. The necessity to immediately authorize the City Manager
to accept the proposal of Tracor, Inc. for the purposes outlined creates a
public emergency and an imperative public necessity requiring the suspension
of the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council, and the.Mayor having
declared such emergency and necessity to exist, and having requested the
suspension of the Charter rule and that this ordinance be passed finally on
the date of its introduction and take effect and be in full force and
effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the

In response to the telephone request of Mr. Larry Lanmon of
the Current Planning Section, Tracor respectfully submits
the following proposal for additional aircraft noise studies
for the City of Corpus Christi.
Tracor proposes to provide the City of Corpus Christi with
contours of equal Noise Exposure Forecast (NEF) values
resulting from United States Navy flight and ground test
operations at the facilities listed below:
1. Naval Air Station Corpus Christi (existing facilities)
2. Naval.Air Station Corpus Christi (planned facilities)
3. Naval Auxiliary Landing Field Cabaniss
4. Naval Auxiliary Landing Field Waldron (revised
operations)
Tracor will perform the necessary acoustical measurements
which, combined with air traffic information presently avail-
able for Facilities 1, 2, and 3, and data to be supplied for
Facility 4, will allow computation of the necessary NEF values.
The results of the above effort will be presented in a formal
report and the NEF contours will be superimposed upon a montage
of U. S. Coast and Geodetic Survey maps and supplied in large -
scale reproducible transparency form.

It is understood that the City of Corpus Christi will obtain
permission from the United States Navy for Tracor to utilize
all pertinent existing data and materials obtained under
Contract N62467 -72 -C -0600, and that the City of Corpus Christi
will obtain the necessary permission, clearances, and coopera-
tion of the United States Navy for Tracor to perform the herein
proposed study. It is further understood that only for
Facility 4 (NALF Waldron) will air traffic data be changed
from that utilized in the previous Navy work.
The on -site noise measurements and operations data collection
are expected to require approximately one week. If we are
authorized to begin work by 1 July 1974, the required sub-
mittals can be completed within six months of authorization.
Tracor will perform the work outlined above for a firm fixed
price of $13,000.

Dear Sir:
Reference is made to your conversation with Captain R. T. HARDY on
I May 1974 and with Mr. I. M. Dietz on 2 May 1974, concerning the
conversion of noise data at the naval airfields in the Corpus
Christi area.
You are advised that the Chief of Naval Air Training has no objection
to your requesting TRACOR Incorporated to convert airfield noise
contours from CNR to NEF values. It is assumed that this can be
accomplished from raw data already available to TRACOR but, should
additional information be required, efforts will be made to provide
this._ You are also advised that there is no objection to requesting
TRACOR to "flip- flop" the Waldron Field contours to reflect right -hand
landing approaches vice the left -hand patterns upon which the present
study is based. Right -hand patterns are being utilized insofar as
possible as an accommodation to residents in this area. It should be
understood, however, that under some condiJions i1approaches
must be practiced.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
