A RESOLUTION

WHEREAS, the Texas Parks and Wildlife Commission has not yet
adopted regulations regarding netting of fish in Corpus Christi Bay and
Nueces Bay; and
WHEREAS, an Attorney General's Opinion was apparently inter-
preted by the Parks and Wildlife Commission as divesting then of juris-
diction to issue regulations in Corpus Christi and Nueces Bays; and
WHEREAS, an examination of that Opinion by the Legal Department
of the City of Corpus Christi has resulted in an opinion by the Legal
Department that the Attorney General's Opinion in question does not so
rule; and
WHEREAS, the lack of regulations regarding net fishing has
resulted in a detriment to sport fishing in Corpus Christi and Nueces
Bays; and
WHEREAS, the City Council of the City of Corpus Christi is of the
opinion that adequate regulations should be promptly issued:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. The City Council of the City of Corpus Christi
hereby urges the Texas Parks and Wildlife Commission to promptly adopt
regulations limiting, but not prohibiting. the netting of fish in Corpus
Christi and Nueces Bays so as to preserve adequate aquatic life for the
pursuit of sport fishing.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
