AN ORDINANCE
AMENDING THE COMPENSATION PLAN, ORDINANCE NO.
3658, AS AMENDED, BY AMENDING SECTION 4 THEREOF
SO AS TO CHANGE THE CLASS GRADE IN THE LIBRARY
SERIES AS HEREINAFTER SET FORTH; AMENDING ORDIN-
ANCE NO. 81279 AS AMENDED, BY AMENDING SECTION
1, SUBSECTION (b) SO AS TO AMEND THE SALARY
RATES FOR SALARY GRADES 4, 5 AND 6, AS MORE
FULLY SET FORTH HEREINAFTER; PROVIDING A SEVER-
ANCE CLAUSE; PROVIDING AN EFFECTIVE DATE; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That Section 4 of Ordinance No. 3658, as amended,
be amended by changing the class grade of the following position in
the Library Series:

SECTION 2. That Section 1, subsection (b) of Ordinance
No. 8127, as amended, be amended so as to amend the Salary Schedule for
Grades 4, 5 and 6 as follows:

SECTION 3. If for any reason any section, paragraph, sub-
division, clause, phrase, word, or provision of this ordinance shall be
held invalid or unconstitutional by final judgment of a court of competent
jurisdiction it shall not affect any other section, paragraph, subdivision,
clause, phrase, word, or provision of this ordinance, for it is the
definite intent of this City Council that every section, paragraph, sub-
division, clause, phrase, word, or provision hereof be given full force

and effect for its purpose.
SECTION 4. The provisions of this ordinance shall take
effect and be in effect from and after June 10, 1974.
SECTION 5. The fact that there is a need to maintain at all
times an efficient administration of City affairs creates a public emer-
gency and an imperative public necessity requiring the suspension of the
Charter rule that no ordinance or resolution shall be passed finally on
the date of its introduction and that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor,
having declared such emergency and necessity to exist, having requested
the suspension of the Charter rule and that this ordinance take effect
and be in full force and effect from and after its passage, IT IS ACCORD-
INGLY SO ORDAINED this the 19 7z day of June, 1974.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
