AN ORDINANCE
AMENDING ORDINANCE NO. 11591, PASSED AND APPROVED ON
JULY 25, 1973, PERTAINING TO THE FOLLOWING NAMED
STREETS:
1. 15th Street from the South right -of -way line of
Morgan Street to the North right -of -way line of
Ayers Street;
2. Espinosa Street from Reyna Street to Highland
Avenue;
3. Dolores Street from Highland Avenue to Ruth
Street; and
4. 18th Street from Morgan Avenue to Ayer*, ;
AMENDING ORDINANCE No. 11689, PASSED AND APPROVED ON
SEPTEMBER 12, 1973, PERTAINING TO THE FOLLOWING NAMED
STREETS:
1. Elizabeth Street from 18th to 17th Street;
2. 17th Street from Elizabeth Street to Crosstown
Expressway; and
3. Prescott Street from 17th to 18th Street;
BY AMENDING SECTIONS 3 OF SAID ORDINANCES SO AS TO
CORRECT AND ADJUST THE ASSESSMENTS LEVIED AGAINST
THE ABUTTING PROPERTY OWNERS, ALL AS FULLY HEREINAFTER
SET OUT; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI
SECTION 1. That Ordinance No. 11591, passed and approved by the
City Council on the 25th day of July, 1973, pertaining to the following
named streets:
1. 15th Street from the South right -of -way line of
Morgan Street to the North right -of -way line of
Ayers Street;
2. Espinosa Street from Reyna Street to Highland Avenue;
3. Dolores Street from Highland Avenue to Ruth Street;
and
4. 18th Street from Morgan Avenue to Ayers Street;
and that Ordinance No. 11689, passed and approved by the City Council on the
12th day of September, 1973, pertaining to the following named streets:
1. Elizabeth Street from 18th to 17th Street;
2. 17th Street from Elizabeth Street to Crosstown
Expressway; and
3. Prescott Street, from 17th to 18th Street;
be amended by amending Sections 3 of said ordinances so as to correct and
adjust the assessments levied against the abutting property owners, as follows:

FINAL ASSESSMENT ROLL
The final assessment roll for 15th, 18th, Espinosa and Dolores Street shall include
the addendum assessment roll of Elizabeth Street, from 17th to 18th Streets, 17th
Street from Elizabeth Street to the South Right -of -Way Line of Lot 25, Block 1500,
Bay Terrace #2, and Prescott Street, from 17th to 18th Streets.
The project described below shall consist of improvements to:
1. 15th Street, from the south R.O.W. line of Morgan Street to the
north R.O.W. line of Ayers Street;
2. Espinosa Street, from Reyna Street to Highland Avenue;
3. Dolores Street, from Highland Avenue to Ruth Street; and
4. 18th Street from Morgan Avenue to Ayers Street;
5. Elizabeth Street, from 18th to 17th Street,
6. 17th Street, from Elizabeth Street to Crosstown Expressway;
7. Prescott Street, from 17th to 18th Street.
These streets are to be improved by excavation to a width and depth to permit the con-
struction of 6" standard curb and gutter section, a compacted 6" subgrade, a compacted
caliche base varying in depth from 8" on the 28' back to back of curb and 37' back to
back of curb street widths to 10" compacted caliche on the 41' back to back of curb
width street.
4" thick sidewalks varying in width from 4' to 5' tied to back of curb and 6" thick
reinforced concrete driveways where shown on the construction plans or where designated
by the owners are also to be constructed on this project.
The project also includes storm sewers and appurtenances necessary to properly drain
the project.
The assessment rates have been determined in accordance with the City policy and by
using the low bid submitted by Asphalt Maintenance Company, Inc. and applying the rate
to the front footage of the abutting property. The assessment rates as applied are
as follows:

SECTION 2. That the necessity to make the corrections and adjust-
ments set out hereinabove at the earliest practicable date so that this
project may be finalized creates a public emergency and an imperative public
necessity requiring the suspension of the Charter rule that no ordinance
or resolution shall be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared such emergency and necessity
to exist, and having requested the suspension of the Charter rule and that
this ordinance be passed finally on the date of its introduction and take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this the Iffday of June, 1974.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
