HomeMy WebLinkAbout12195 ORD - 07/24/1974• JRR:jkh:7= 23 -74; 1st TEXAS: AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ACCEPT THE PROPOSAL OF ROMEO GARCIA, AIA, ARCHITECT, FOR PROFESSIONAL SERVICES IN CONNECTION WITH THE ARCHITECTURAL DESIGN COMPETITION FOR THE COLE PARK BAND SHELL PROJECT, ALL AS MORE FULLY SET FORTH IN THE PROPOSAL, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A "; APPROPRIATING OUT OF THE NO. 291 PARK BOND FUND THE SUM OF $5,000 FOR THE AFORE- SAID SERVICES, APPLICABLE TO PROJECT NO. 291 -72 -8; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, SECTION 1. That the City Manager be and he is hereby authorized to accept the proposal of Romeo Garcia, AIA, Architect, for professional services in connection with the architectural design competition for the Cole Park Band Shell Project, a copy of which is attached hereto and made a part hereof, marked Exhibit "A ". SECTION 2. There is hereby appropriated $5,000 out of the No. 291 Park Bond Fund for said services above described, applicable to Project No. 291 -72 -8. SECTION 3. The necessity to authorize acceptance of the proposal • aforesaid in order that the professional services may be commenced at the earliest practicable date creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its intro- duction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the day of July, 1974. Or Physical Developmentii�i�iE niU� P.O.Box 9277 Corpus Christi, Texas 78408 S� =III Dear Sir: In accordance with our telephone conversations regarding the Professional Adviser's terms for the proposed Shell for Cole Park Project, following are the services we propose to provide and the remuneration according to AIA ffeadguarters suggestions: A. Professional Adviser's Services: 1) Responsibility- Directing the conduct of the . design competition to ascertain conditions that. are fair to both Owner and Competitors. 2) Liason with AIA- Communicating with both local and national AIA (American Institute of Archita- cts) and insuring that the competition will receive AIA approval. . 31 Programming- Determine the feasibility of the proposed project. Preparation of a preliminary draft of the program for submittal to the AIA's Committee on Architectural Design Competitions, thence to the Owner for his approval and again to the AIA's Committee for final approval, which approval should be printed as part of the program. Preparation of printed competition program and subsequent notices to contestants as well as to the Committee on Architectural Design Competitions and the AIA Library. 4) Consultation and Research- Conferences, perhaps - necessitating some travel, preliminary drafts of the requirements, much correspondence with the competitors as well as the Owner and presence at the judgments. 710A booiV corpus chrisli, texos 78404 512/883-8504 0 Mr. James K. Lontos 16 May 1974 Page: two B.) Remuneration for Professional Adviser: It is difficult to measure the work that needs to be done. However, based on guidelines provided by the AIA Headquarters, the Professional Adviser's Fee for this type and size competition should not exceed Five Thousand Dollars ($5,000.00). In order to provide some flexibility as well as what i consider a fair basis for payment, we propose to provide the necessary services to conduct the competition for a rate of $20.00 per hour, plus expenses of which the sum total shall not exceed $5,000.00. This fee shall be billed on a monthly basis for the services rendered and shall include a monthly report' on the progress made and the time spent on said pro- ject. If the above mentioned terms meet with the City Council's approval, please concurr with the appropiate resolution and please forward this office a copy of said document.
