AN ORDINANCE
AMENDING THE CITY BUDGET; APPROPRIATING OUT OF NO. 208
AUDITORIUM BOND FUND $5,648 APPLICABLE TO PROJECT
NO. 208 -72 -2; AUTHORIZING ACCEPTANCE OF THE PROPOSAL
OF STAPP- HAMILTON ASSOCIATES, INC., TO PROVIDE A SUB-
SURFACE FOUNDATION INVESTIGATION NECESSARY FOR THE
DESIGN OF THE MUNICIPAL AUDITORIUM, ALL AS MORE FULLY
SET FORTH IN THE PROPOSAL, A COPY OF WHICH IS ATTACHED
HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A"; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. There is hereby appropriated out of the No. 208
Auditorium Bond Fund $5,648 applicable to Project No. 208 -72 -2, for
subsurface soil testing for the Auditorium Building in the Bayfront Science
Park.
SECTION 2. That the City Manager be authorized, for and on behalf
of the City of Corpus Christi, to accept the proposal of Stapp - Hamilton
Associates, Inc., to provide a subsurface foundation investigation necessary
for the design of the Municipal Auditorium, all as more fully set forth
in the proposal, a copy of which is attached hereto and made a part hereof,
marked Exhibit "A ".
SECTION 3. Amendment of the City Budget to accomplish the pur-
poses of this ordinance is necessitated for emergency expenditure in grave
public necessity to meet unusual and unforeseen conditions, which could not,
by reasonable diligent thought and attention of the Government of the City
of Corpus Christi, have been included in the current, original Budget of

the City.
SECTION 4. The necessity to accept the proposal and to appropriate
the necessary sums for the subsurface soil testing for the Auditorium
Building in the Bayfront Science Park creates a public emergency and an impera-
tive public necessity requiring the suspension of the Charter rule %that no
ordinance or resolution shall be passed finally on the date of its introduc-
tion but that such ordinance or resolution shall be read at three several
meetings of the City Council, and the Mayor having declared such emergency
and necessity to exist, having requested the suspension of the Charter rule

and that this ordinance be passed finally on the date of its introduction
and take effect and be in full force and effect from and after its passage,

Gentlemen:
In accordance with your recent request, we are pleased to submit the attached
proposal for a foundation investigation at the site of the proposed Corpus
Christi Municipal Auditorium in Corpus Christi, Texas.
Subsurface exploration includes drilling four core boringe, each to a depth of
100.0 feet and seven core borings, each to a depth of 60. 0 feet below the
existing ground surface. Undisturbed samples of the cohesive soils will be
obtained from the borings by thin -wall, seamless steel, Shelby tube samplers.
A 2 -inch O.D. split -spoon sampler will be used in obtaining disturbed samples
and in determining standard penetration values of cohesionless granular soils.
All samples of the subsurface materials will be extracted and classified in the
field. Undisturbed samples will be identified according to boring number and
depth, and encased in polyethylene plastic to prevent moisture changes. Dis-
turbed samples will be identified according to boring number and depth, and
placed in moisture -proof plastic bags. All samples will then be placed in
core boxes and transported to the laboratory for tests and further study. The
boring holes will be observed to investigate groundwater conditions at the site.
All samples of subsurface materials from the borings will be examined and
classified in the laboratory. Index properties, grain size characteristics,
strength properties, and consolidation characteristics of subsurface materials
will be determined by appropriate laboratory tests on selected samples.

The information obtained by subsurface exploration and laboratory investi-
gations will be used in engineering studies to determine desirable foundation
types, depths, and unit loading intensities, and to establish recommendations
regarding the design and construction of other project features thdt will be
affected by subsurface materials. The specific information requested by
Caudill, Rowlett, Scott's requirements for subsurface investigation and
aaalysis will be covered by the investigation. Ten copies of all the infor-
mation obtained by the investigation will be furnished you in report form.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
