WHEREAS the City Council of the City of Corpus Christi
recognizes the need to increase the public housing stock in the City of
Corpus Christi; and,
the U. S. Department of Housing and Urban Development
has orized a construction of 110 units of leased public housing
ua er Sec on 23 of he Housing Act of 1937 as amended; and,
WHEREAS, 56 of said units are now under construction at the
corner of W d and Gollihar Street; and,
due to inflationary factors the remaining 54 have
now been reduced to 38yand,
WHEREAS, the Ci f Corpus Christi in its Annual Arrangements
Agreement with the U. S. epartment of Housing and Urban Development has
expressed commitment, to wit;
'. .the City will n e to encourage and expedite
th elopment of s rd single family dwellings
for owner occupancy and 71 ly rental units in
a decent and suitable e-440PLt for persons with low
and moderate income and to continue to promote and
stimulate, wh p sible, the development of
locations and sites that meet HUD criteria and assure
a choice of residentigllocations to all of its citizens." and,
WHEREAS, the Department d9 Ho ing and Urban Development has
approved two sites for such development,T being generally at the in-
tersection of McKinzie Road and Mobile Drive, the other at Carroll Lane
between Gollihar Road and Brawner Parkway.
NOW, THEREFORE, BE IT RESOLVED:
1. That the City Council of the City of Corpus Christi
favors the development of the remaining 38 units of leased public housing
at the Carroll Lane site as the site offers such amenities as: (a) nearby
shopping facilities; (b) has a bus route with 30- minute headway; (c) is in
close proximity to public schools; (d) has a low incidence of poverty;

(e) is near areas of employment; (f) generally meets HUD criteria for
site selection.
In reaching this conclusion, the City Council notes that the
McRinzie site is far removed from the central City, has bus service
with a 1 -hour headway, is more distant from areas of employment. has a
higher incidence of poverty, and does not have the support of the Tuloso-
Midway Independent School District.
2. That the Corpus Christi Housing Authority is hereby urged
to reconsider its previous actions and recommendations to the U. S.
Department of Housing and Urban Development.
3. That the City Manager is hereby directed to take whatever
steps are necessary to carry out the intent of this Resolution.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement th o o ance or resolution shall
be passed finally on the date it is in trod ed, d that such ordinance or
resolution shall be read at three meetings of th City Council; I, therefore,
request that you suspend said Charter rule or requ_
em and pass this ordi-
nance finally on the date it is introduced, or at th present meeting of the
City Council.
