AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
AND ALL RELATED DOCUMENTS BETWEEN THE CITY AND NUECES
COUNTY WHEREBY COUNTY PROVIDES $29,826.00 IN FUNDS FOR
THE CITY TO ESTABLISH A COMPREHENSIVE PROGRAM FOR THE
ELDERLY, INCLUDING A MULTI - PURPOSE SENIOR CENTER TO BE
LOCATED IN ROBSTOWN, TEXAS, FOR A PERIOD OF FIVE (5)
MONTHS BEGINNING OCTOBER 1, 1974, AND TERMINATING
FEBRUARY 28, 1975, A COPY OF WHICH CONTRACT, MARKED
E T "A ", ALONG WITH THE BUDGET MARKED EXHIBIT "B ",
AND PROGRAM NARRATIVE MARKED EXHIBIT "C ", ARE ATTACHED
HERETO AND MADE A PART HEREOF; AND DECLARING AN EMER-
GENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager be, and he is hereby authorized
to execute a contract and all related documents between the City and Nueces
County whereby County provides $29,826.00 in funds for the City to establish
a comprehensive program for the elderly, including a multi- purpose senior
center to be located in Robstown, Texas, for a period of five (5) months
beginning October 1, 1974, and terminating February 28, 1975, a copy of which
contract, marked Exhibit "A ", along with the budget marked Exhibit "B ", and
program narrative masked Exhibit "C ", are attached hereto and made a part
hereof.
SECTION 2. The necessity to authorize the execution of the efore-
said contract at the earliest practicable date in order that the program may
continue without delay creates a public emergency and an imperative public
necessity requiring the suspension of the Chester rule that no ordinance
or resolution shell be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared such emergency and necessity
to exist, and having requested the suspension of the Charter rule and that
this ordinance be passed finally on the date of its introduction and take
effect and be in fu11 force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this the _jff of October, 1974.

CONTRACT

COUNTY OF NUECES X
WHEREAS, the City of Corpus Christi currently has funded a program
for serving senior citizens of the City by providing transportation, outreach,
referral, information, recreation and social services; and
WHEREAS, another provision of this program provides nutritional
services on a county -wide basis; and
WHEREAS, many senior citizens live in Nueces County but outside the
corporate limits of the City of Corpus Christi; and
WHEREAS, the County of Nueces, Texas, is desirous of having senior
citizen services extended county wide; and
WHEREAS, said services will include, but not be limited to, trans-
portation, outreach, referral, information, recreational and social services
in addition to the aforementioned nutrition services, in accordance with the
terms and conditions of this contract.
NOW, THEREFORE, for and in consideration of the covenants, undertakings,
and payments herein, do the City of Corpus Christi, Texas, a Municipal Corporation
and body politic operating under a home rule Charter authorized by the laws of
the State of Texas, hereinafter called "City ", and the County of Nueces, Texas,
hereinafter called "County" hereby agree, covenant and contract as follows:
I
The City agrees to establish a comprehensive program including a
multipurpose Senior Center and supportive services for providing senior citizen
services as herein described for the area of the County of Nueces which specifi-
cally includes Robstown, Driscoll, and Bishop. The Senior Center provided herein
shall be developed, along with staff, in the City of Robstowu, but would serve
citizens in the County.

The objectives of the Senior Center provided for herein is to
establish a comprehensive program for senior citizens. The program shall include
the following:
(a) Establishment of a multipurpose Senior Center in the City of Robstown,
(b) hiring of appropriate staff and furnishing appropriate equipment to provide
necessary programs and activities as provided herein, (c) establishment of
transportation, outreach, referral, informational, recreation and other supportive
activities for senior citizens in accordance with the terms and conditions herein.

The staffing pattern of the herein provided senior citizens Service
Center shall be as follows: (a) Two (2) outreach workers. The outreach workers
shall provide the basic outreach, referral, and information services and assist
with the Senior Center activities., Recruitment for these positions will be
primarily of persons sixty years of age or over but is not required that these
positions be so filled, (b) One (1) receptionist. The receptionist shall serve
as receptionist, take telephone calls and assist in clerical work as needed and
perform other duties as directed. (c) one (1) bus driver. The bus driver will
provide the transportation services in accordance with the program established
under the terms and conditions of this contract. (d) One (1) janitor. This
person will provide janitorial services as well as assist in other activities
as directed.
IV
It is mutually agreed and understood that the services provided for
under this contract shall include, but not limited to, transportation, outreach,
referral, information, recreational and social services. These services shall
be provided in accordance with the terms and conditions of the aforementioned
City grants for providing senior citizens services and in accordance with the
attached program narrative which is incorporated herein by reference the same as
if written herein.

It is mutually understood by and ,between the parties hereto that
no nutritional services shall be included in the services provided herein.
Persons eligible for services provided hereunder shall be limited to those persons
sixty years of age or older.

It is mutually understood and agreed by and between the parties
hereto that this program shall be governed by the budget which is attached to

the program narrative attached hereto and made a part hereof. The total budget for

$ 2 %,�a G The City agrees to bill and the County agrees to pay for
services rendered hereunder on a monthly basis in accordance with the budget,
provided however all monthly rates of salary to be paid, all capital expenditures
and all rents or leases shall be approved in advance by the county.
VII
It is mutally understood and agreed by the parties hereto that the
City shall have control of the employees hired hereunder and for the administration
of the program. The County participation is the funding of the program for
those areas outside the corporate limits of the City of Corpus Christi which
areas would not receive the services provided herein but for said funding. The
County reserves the right to cancel this agreement by giving the City thirty —days
written notice. In the event of such cancellation the County agrees to assume
rent payments under any contract previously entered into with the approval of the
County. In all events all capital assets purchased will be the property of the
County.

INTRODUCTION
The following proposal and budget outlines the use of funds for the development
of a nulti- purpose senior center and accozyanying supportive services. This
center is to be developed, along with staff, in the City of Robstocm so that not
only senior citizens of Robsto.ra.proper can benefit of the center but senior
citizens from Driscoll and Bishop as well.
The budget is for a five month period beginning October, 1, 194 , and ending
Feb. 28'; 1975. This is the end of the first year operation of the city's
program. As the second year proposal is developed, both city and county re-
sources will be in unison.
PLAN FOR THE PROJECT
The p- arpose for these funds is to establish a comprehensive program (i.e.,
multi- purpose senior center and supportive services) for the area of the county
that includes Robsto•n, Driscoll and Bishop.
A.
Objectives
The objectives of such a comprehensive program for senior citizens are
the following:
1. Establish a multi- purpose senior center in the City of- Robstown..-
2. Hire appropriate staff with equipment to provide the necessary
programs and activities.
3. Establish transportation,. outreach, referral, information, recrea-
tion and other supportive activities.
B. Administration
The administration of the program will be in the following n:.anner:
The county's involvement allows for a joint city- county venture under
the auspices of the city's Senior Community Services Program.
The city has already submitted two proposals for funding: (1) Nutrition
Program; (2) Employment; that if funded, would be operated county wide.
C. Staff
The county's involvement would allow for the following staff pattern.
1. Outreach workers (2) -- These persons would provide the basic out-
reach, referral and information services_ They would also assist
with senior center activities. Opportunity would be given that
these positions be filled by persons 60 years of age or older.

2. One receptionist -- This person would welcome persons to the center
as well as take in telephone calls. This person would also assist
in whatever clerical work needed. as well as other duties in the
center.
3. One bus driver -- Thi's person would provide transportation services
to and from the senior center as well as other places the elderly
needed to go.
4. One janitor -- This person would maintain the cleanliness of the
center as well as assist in whatever other activities were carried
on in the center.
D. Activities
1. Transportation - This service would provide transportation for the
elderly to and from the senior center, grocery store, food stamp
center, doctor or other places the elderly need to go.
2. Outreach - Seek and identify isolated elderly who have no relatives
and consequently live alone and who are isolated from society.
3. Referral - Referring elderly to appropriate programs and services
such as other agencies with direct services to the elderly that
are locally, state or federally funded (i.e., State Department of
Public Welfare, Food Stamps, Social Security Administration, Corpus
Christi-- INueces County Public Health and Welfare Department, etc.).
4. Information - Providing basic information on resource agencies in
the community and county•and any other information that would be
of interest to them.
5. Recreation - The senior center would provide a place for companion-
ship and fellowship. Equipment would be available for arts, crafts,
ceramics, woodworking, leatherrrork, cards, dominoes, bingo, reading,
etc.
6. Social Services - Other assistance that can be provided would be
counseling, education, direct assistance by representatives of
agencies, telephone reassurance, home visitation, employment and
other vital services.
E. Characteristics of the Aged
There would be approximately 3,000 elderly, 60 years of age or older,
that.could benefit from this program. Of this number, appro::imately
377 or 1,139 people are considered to be living under the poverty guide-
lines as based on the 1970 Census of Population and Housing_ Of the
3,000 elderly 60 years of age and older. 1,877, or 627, are Mexican-
Lvnerican.

F. Budget Narrative
The budget enclosed is provided by Revenue Sharing funds and is for a
five month period beginning October 1, 1974. This five month period allows
the County to begin the third program year simultaneously with the City on
March 1, 1975.
The budget also reflects 1007 county involvement: It does not show any
other participation such as from the City of Robstown, for example.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
