HomeMy WebLinkAbout12356 ORD - 11/13/1974• JRR:jkh:hb:11/12/74:1st AN ORDINANCE AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE CITY OF CORPUS CHRISTI, AS THE ADMINISTRATIVE UNIT OF THE COASTAL BEND MANPOWER CONSORTIUM AND THE LDLAC EDUCATIONAL SERVICE CENTER TO PROVIDE FOR A CAREER COUNSELLING PROGRAM FUNDED UNDER TITLE I OF THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT OF 1973, ALL AS MORE FULLY SET FORTH IN THE CONTRACT, A COPY OF WHICH IS ON FILE IN THE OFFICE OF THE CITY SECRETARY, MADE A PART HEREOF BY REFERENCE THE SAME AS IF COPIED VER- BATIM HEREIN; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: • SECTION 1. That the City Manager be and he is hereby authorized to execute an agreement between the City of Corpus Christi as the adminis- trative unit of the Coastal Bend Manpower Consortium and the LULAC Educational Service Center to provide for a career counselling program funded under Title I of the Comprehensive Employment and Training Act of 1973, to provide counselling for approximately 250 disadvantaged youth in the 12- county area of the Coastal Bend region, the agreement to be for a term of approximately nine months, terminating on June 30, 1975, all as more fully set forth in the contract, a copy of which is on file in the office of the City Secretary, made a part hereof by reference the same as if copied verbatim herein. SECTION 2. The necessity to authorize the execution of the aforesaid agreement in order that the program may be commenced at the earliest practicable date creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared such emergency and necessity to exist, having requested the suspension of the Charter rule and that this ordinance take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED this the /S V day of November, 1974. A7%ity Attorney Corpus Christi, Texas 4 of 19 TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspen- sion of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, request that you suspend said Charter rule or requirement and pass this ordi- nance finally on the date it is introduced, or at the present meeting of the City Council.
