WHEREAS, Maurice L. Colvin, human relations administrator for
the City of Corpus Christi, died December 16, 1974; and
WHEREAS, Mr. Colvin had been employed in the capacity of human
relations administrator for the City since 1969, being one of the first
members of a minority racial group to hold a high -level administrative
job in municipal government here; and
WHEREAS, Mr. Colvin continuously and tirelessly worked to
improve race relations in Corpus Christi, handling complaints of racial
discrimination, violations of the City's open housing ordinance and
other related matters; and
WHEREAS, Mr. Colvin was active in his church, having served
on the Board of Stewards at Brooks Chapel Methodist Church, and also
having served on the Board of Directors of Bethune Nursery; and
WHEREAS, Mr. Colvin was also active in community and civic
affairs, having served, among other things, as governor of the United
Way of the Coastal Bend for 1974 -1975:
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. The City Council of the City of Corpus Christi hereby
expresses its deep regret upon the passing of Maurice L. Colvin,. and
extends its heartfelt sympathy to his family and friends. His death will
be a great loss to the community.
SECTION 2. The City Secretary of the City of Corpus Christi is
hereby instructed to forward a certified copy of this resolution to the
family of Mr. Colvin.
SECTION 3. The fact that the City Council desires to publicly
express its appreciation in recognition of the many accomplishments of
Maurice Colvin and to convey to his family and friends its condolences
creates a public emergency and an imperative public necessity requiring
the suspension of the Charter rule that no ordinance or resolution shall

be passed finally on the date of its introduction but that such ordinance
or resolution shall be read at three several meetings of the City Council,
and the Mayor having declared such emergency and necessity to exist, and
having requested the suspension of the Charter rule and that this resolu-
tion be passed finally on the date of its introduction and take effect
and be in full force and effect from and after its passage, IT IS ACCORDINGLY
SO RESOLVED, this the 18th day of December, 1974.

Dear Mary and Children:
The City Council unanimously passed the enclosed resolution
Wednesday, December 18, 1974, and asked me to deliver it to
you.
Permit me to join the City Council and the citizens of Corpus
Christi in expressing to you our deep and sincere appreciation for
the contributions rendered by Maurice to this community.
While nothing could possibly fill the void left in your life by his
passing, it is our hope that you will find comfort and strength in
the knowledge that others share your grief. May each of you
endeavor always to live up to the fine example set for you by the
life of Maurice.
May God pour down his manifold blessings upon you in the days and
years ahead.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
