TEXAS:
AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION
FOR GRANT TO THE TEXAS STATE LIBRARY FOR EXPANSION OF
THE INFORMATION CENTER FOR THE AGING TO COVER SERVICES
TO THE DISADVANTAGED, AND TO PROVIDE SUPPORTIVE LIBRARY
SERVICES FOR ADULT BASIC EDUCATION CLASSES; AUTHORIZING
THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS
RELATING TO SAID GRANT IF SAME IS APPROVED; AND DECLARING
AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED
TO SUBMIT AN APPLICATION FOR GRANT TO THE TEXAS STATE LIBRARY FOR EXPANSION
OF THE INFORMATION CENTER FOR THE AGING TO COVER SERVICES TO THE DISADVANTAGED,
AND TO PROVIDE SUPPORTIVE SERVICES FOR ADULT BASIC EDUCATION CLASSES. THE
CITY MANAGER IS ALSO HEREBY AUTHORIZED TO EXECUTE ALL NECESSARY DOCUMENTS
RELATING TO SAID GRANT IF SAME IS APPROVED.
SECTION 2. THE NECESSITY TO OBTAIN AUTHORITY TO SUBMIT AN
APPLICATION FOR GRANT AND AUTHORIZE EXECUTION OF THE NECESSARY DOCUMENTS IN
RELATION TO SAID GRANT IF SAME IS APPROVED CREATES A PUBLIC EMERGENCY AND AN
IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT
NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE BATE OF ITS
INTRODUCTION BUT THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE
SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED "SUCH
EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE
CHARTER RULE AND THAT THIS ORDINANCE TAKE EFFECT AND BE IN FULL FORCE AND
EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE
DAY OF JANUARY, 1975•

Dear Mr. Whittaker:
As per your request of June 15, 1976, an amendment to your Contract #18,
Information Center, has been approved. The changes listed in your letter
have been made, including the elimination of Budget Codes 243 and 506 and
the addition of Codes 530 and 514. Having made these revisions, Paragraph
III, Bases for Calculating Reimbursable Cost, will read as follows:

Changes may vary among the above expense categories without prior written
approval by the Receiving Agency if such variances do not exceed 15% of the
estimated amounts for a particular expense category.
Please note that this amendment does not change the total amount of your
Contract #18, which remains $53,260.
This letter should be signed and returned to the Texas State Library as
soon as possible to indicate your concurrence. This letter replaces the
contract amendment dated June 10, which was never enacted. If our office
may assist you In any way, please do not hesitate to notify -us.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
