HomeMy WebLinkAbout12424 RES - 01/08/19750 TRR:HG:vp:.l /8/75:2nd A RESOLUTION 14AK.IITG FINDINGS OF FACT REGARDING THE TEXAS PARKS AND WILDLIFE DEPARTMENT MASTER PLAN FOR THE DEVELOP- MENT OF MUSTANG ISLAND STATE PARK; REQUESTING THE REMOVAL OF TRAFFIC BARRICADES; SUPPORTING A FEE TO BE CHARGED FOR THE USE OF CAMPING FACILITIES BUT OPPOSING AN ENTRANCE FEE; SUPPORTING SEPARATION OF VEHICULAR AND PEDESTRIAN TRAFFIC BUT NOT RESTRICTING THE FREE AND UNINTERRUPTED ACCESS OF THE PUBLIC TO THE BEACH AREAS; SUPPORTING AN,-ENTRANCE AND EXIT AT BOTH ENDS OF THE PROPOSED PARK SO THAT ALL CITIZENS HAVE FREE AND READY ACCESS TO ALL AREAS OF THE PARK; DIRECTING THE CITY SECRETARY TO FORWARD A COPY OF THIS RESOLUTION TO TEXAS PARKS AND WILdLIFE DEPART- MM; ; AND DECLARING AN EMERGENCY. is WHEREAS, the citizens of the State of Texas and in particular the citizens of the City of Corpus Christi will be greatly benefitted by the development of a State Park on Mustang Island; and WHEREAS, it is the desire of the City of Corpus Christi City Council to see this park developed for the greatest benefit and welfare of the citizens of the State of Texas and of this City; and WHEREAS, the Texas Parks and Wildlife Department has developed a Master Plan for the development of the Mustang Island State Park; and WHEREAS, said Master Plan was presented to the Resource Conservation and Open Space Development Committee of the Coastal Bend Council of Governments on December 19, 197+; and WHEREAS, the City Council has examined said I- taster Plan and has determined that.certain aspects of said plan will interfere with the free and unrestricted right of the public to enter or leave certain parts of the beach area; and WHEREAS, it is the desire of the City Council that said park area be made available to the general public in a free and unrestricted manner: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI: SECTION 1. That the City Council, for and on behalf of the citizens of this State and this City supports the free and unrestricted right of the public individually and collectively to enter or leave any State -owned beach bordering on the seaward share of the Gulf of 12424 Mexico and endorses the development of Mustang Island State Park for the use and benefit of all citizens of this State and this City. SECTION 2. That the City Council hereby requests the deletion of the beach traffic control barricades as shown on the proposed develop- ment map of the aforementioned Master Plan as said barricades are shown approximately Southeast of Corpus Christi Pass and approximately Northeast of the Water Exchange Pass. In this connection, the City Council notes- that Corpus Christi Pass at certain times provides and the Water Exchange Pass is a preexisting barrier to vehicular and pedestrian traffic. •SECTION 3. That the City Council does not object to a fee for the use of camping facilities at the Mustang Island State Park after development but opposes the imposition of an entrance fee for shorter uses of the park. SECTION 4. That the City Council supports the separation of vehicular and pedestrian traffic in the development of Mustang Island State Park, but such separation should not restrict the free and un- restricted right of the public to enter or leave any State -owned belch bordering on the seaward shore of the Gulf of Mexico or restrict vehicles from traveling from one end of the beach to the other. SECTION 5. That the City Council supports the development of entrances and exits at both ends of the proposed Mustang Island State Park so that the citizens will have free, ready, and unrestricted access from Park Road 53 to the proposed park. SECTION 6. That the City Secretary of the City of Corpus Christi is hereby authorized and. directed to forward a copy of this resolution to the Texas Parks and Wildlife Department. SECTION 7. The fact that the City Council desires that Mustang Island State Park be developed for the greatest benefit and welfare of the citizens of the State of Texas and particularly citizens of this City as soon as possible creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution sball be 500 passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this resolution be passed finally on the date of its introduction and take effect and be in Hill force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the day of January, 1975.
