HomeMy WebLinkAbout12433 RES - 01/15/1975A RESOLUTION WHEREAS, the population of the City of Corpus Christi includes a very large number of persons living at, near and below the poverty level; and WHEREAS, also residing in Corpus Christi is a substantial number of persons living on fixed retirement incomes; and WHEREAS, the costs of electricity and natural gas delivered to the burner tip in the homes of the said persons have risen most drastically within the past year so as to effectively prevent these unfortunate persons from being able to pay for all necessities of life as a result of the increases in these fuel costs reflected in their utility bills; and WHEREAS, it is beyond the power and resources of the City of Corpus Christi to provide monetary relief to these impoverished persons: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That a true copy of this Resolution be forwarded to the President of the United States of America and the Congress of the United States of America, to the Governor of the State of Texas and to the Legislators of the State of Texas. SECTION 2. That the aforesaid honorable officers of the govern- ment of the United States of America and of the State of Texas arrange as soon as possible, by law, for the payment to persons declared eligible by such law as being persons of poverty level and near poverty level and fixed retirement income to receive through appropriate agencies of such government upon proper applications by such persons welfare payments for the purpose of assisting such persons in the payment of heating and lighting utility bills. SECTION 3. The necessity for immediate relief of heating and lighting costs for persons living at and near poverty levels and fixed retirement income in this City and other places in the State and the nation creates a public emergency and an imperative public necessity 12433 • requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emer- gency and necessity to exist, having requested the Charter rule be suspended and that this resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this theme day of January, 1975. ASST..City Attorney Corpus Christi, Texas day of �✓ '19 7s TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspen- sion of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, request that you suspend said Charter rule or requirement and pass this ordi- nance finally on the date it is introduced, or at the present meeting of the City Council.
