AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT,
MODIFYING AN EXISTING CETA TITLE I CONTRACT WITH
SAN PATRICIO COMMUNITY ACTION AGENCY, INCREASING
THE FUNDS TO $192,958, AS MORE FULLY OUTLINED AND
SET FORTH IN THE PROPOSAL, A COPY OF WHICH IS
ATTACHED HERETO AND MADE A PART HEREOF, MARRED
EXHIBIT "A ", AND TO EXECUTE ALL RELATED DOCUMENTS;
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager be and he is hereby authorized
to execute a contract modifying an existing CETA Title I contract with San
Patricio Community Action Agency, increasing the funds to $192,958, as
more fully outlined and set forth in the proposal, a copy of which is
attached hereto and made a part hereof, marked Exhibit "A", and to execute
all related documents to implement the project aforesaid.
SECTION 2. The necessity to authorize the aforesaid contract
modification in order that the expanded project may be commenced at the
earliest practicable date creates a public emergency and an imperative public
necessity requiring the suspension of the Charter rule that no ordinance
or resolution shall be passed finally on the date of its introduction and
that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor, having declared such emergency and
necessity to exist, having requested the suspension of the Charter rule
and that this ordinance take effect and be in full force and effect from
and after its passage, IT IS ACCORDINGLY SO ORDAINED this the,�Z�day of

This is a modification to an existing CETA, Title I, contract, previously entered into
by the Program Agent, hereinafter referred to as Grantor and San Patricio Community
Action Agency hereinafter referred to as Contractor. All terms of the original
contract not modified herein remain in effect.
The Contractor agrees to operate a Comprehensive Employment and Training Program in
accordanca with the provisions of this agreement. This contract consists of 13 pages,
including this page and such. other provisions and documents as are =described -an the
following page, entitled Modification Sheet.
The Contractor hereby agrees that he has read this modification to the original
contract, and will abide by all terms specified herein and also certifies that the
information is this modification is correct to the best of its knowledge and belief
and the filing of this modification has been fully authorized.

This action increases the Federal obligation for this contract by $ 64,998
to (new level) $ 192,958

The total Federal cost of -the CETA, Title I, contract is $ 192,958 This
cost covers the period (date) from July 1, 1974 to June 30. 1975

The Coastal'Bend Rural Job Development Project will provide work experience
training for the economically disadvantaged of the Coastal Bend Region.
Approximately 27 to 30 participants will be placed in gainful job training
that will eventually lead to job employment. The Project will do Its
utmost to serve the 12 county area in the Coastal Bead Region.' _
Coastal Bend Rural Employment Service Program
Manpower Specialist II
Responsible to: Manpower Director
Duties and Responsibilities:
(1) Develops work experience positions and does raining placements.
(2) Recruits and processes rural disadvantaged for work experience training.
(3) Meets with individuals to assure job openings and placement of the rural
disadvantaged.
(4) Does job coaching for enrollees.
(5) -Does follow -up on persons that he has placed.
(6) Coordinates with appropriate agencies to assure supportive services for
enrollees.
Qualifications:
Must have considerable knowledge of job content requirements and opportunities
in a variety of occupations including job development, recruitment, placement
of individuals and a social services background. Minimum of 4 years experience
in related fields. Preferably bilingual.

MIS Secretary
Responsible to: Manpower Director
Duties and Responsibilities:
(1) Carry out daily routine and special functions as assigned by the Project
Director.
(2) Complete and maintain centralized records as required for program
operation.
(3) Maintain all other records of correspondence and files on program matters.
(4) Prepare out -going correspondence as directed.
(5) Screen requests for communication and /or appointments with the supervisor.
(6) Responsible for accumulation of all documentation for MIS reporting
requirements.
(7) Carry out all other duties as assigned by the Manpower Director.
Qualifications:
Education: High School, Diploma or GED and /or at least 1 or 2 years experience
in related fields. Preferably bilingual.

WORK STATDMU
RURAL WORK ESPERIENCE PROGRAM
I. What Service the Component Provides
The Component will provide work experience training and eventual job place-
ment in the 12 county Coastal Bend Region.
II. Client Adsigument Standards
The Component Staff will provide enrollees with coaching, work experience,
information and work experience training. Coastal Bend rural residents
will be given priority for work experience training.
III. What Work is to be Done
Manpower Director
(a) Monitor effectiveness of the Project.
(b) Supervise and evaluate Project Staff and Project goals,
(c) Assemble all necessary documentation for reporting requirements.
(d) Coordinate with existing agencies to provide supportive services.
Manpower Specialist II
(a) Develops work experience positions.
(b) Recruits and processes rural applicants.
(c) Does job coaching.
(d) Does follow -up on enrollees.
MIS Secret
(a) Completes and maintains records as required for program operations.
(b) Accumulates all necessary documentation for MIS reporting requirements.
(c) Prepares correspondence as required.
(d) Does all assigned related duties.
IV. Work Schedule
A. Establishment of the Component, plus hiring of Staff will be done
within the first two weeks.
B, Participant recruitment will commence on the second week of the first
month of operations.
C. Project activities and reports will be compiled and processed monthly.
D. Follow -up contacts will be done as required until participant has
successfully made transit from training to employment.
V. How the Work is to be Coordinated
A. Manpower Director will provide program staff with needed facilities and
supplies.
B. Rural Job Development Staff will provide referrals to Project for
placement in work experience.
C. Rural Job Development Project Director will assume administrative duties
of work experience component.

VI. Administrative Procedures
The Project Staff will prepare and submit all required forms, internal records,
and reports required by the Manpower Director. The Director will provide
same to the Manpower Administration Office and interested parties.
VII2 Performance Standards
The following will be used to measure performance in this component:
A. At least 300 rural disadvantaged will be provided with work experience
information.
B. At least 30 work experience slots will be developed for rural area
residents who are disadvantaged. .
C. The Component will assure maximum coordination with area agencies,
local government officials, and other related manpower agencies.
D. The Manpower Administrative Office shall require submission of complete
and accurate progress reports on a required basis.
VIII. Monitoring Arrangements
A. The Manpower Director shall monitor all the standards enumerated.
B. Ultimate monitoring and evaluation will rest with the Manpower
Administrative Office.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
