RESOLUTION
WHEREAS, the International Longshoremen's Association and
the National Maritime Union of America furnish manpower for loading and
unloading materials for the Port of Corpus Christi; and
WHEREAS, buildings owned by the International Longshoremen's
Association and the National Maritime Union of America are located with-
in walking distance of Port facilities; and
WHEREAS, the buildings are located on property planned as a
part of the Bayfront Arts and Science Park; and
WHEREAS, both Seamen's Unions have indicated their preference
to remain at their present locations for two basic reasons, convenience
to the working area and the financial burdens placed on them by having to
relocate and purchase property satisfactory to meet their needs; and
WHEREAS, the City Council after hearing the concerns expressed
by the International Longshoremen's Association and the National Maritime
Union of America and reviewing the Bayfront Arts and Science Park plan,
feel that consideration should be given to their request:
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That the International Longshoremen's Association
and the National Maritime Union of America be allowed to remain in their
present locations until such time as the Bayfront Arts and Science Park
has been fully developed; and be it further resolved that upon completion
of the Bayfront Arts and Science Park that the City of Corpus Christi
work with the International Longshoremen's Association and the National
Maritime Union so that the adjacent property usages are compatible.
Be it further resolved that future City Councils be encouraged
to allow the International Longshoremen's Association and the National
Maritime Union of America to remain in their present locations until
such time as the Bayfront Arts and Science Park has been fully developed

and that upon completion of said park future Councils are hereby encouraged
to work with ILA and the NMU to assure that adjacent property uses are
compatible.
SECTION 2. The necessity to reduce to writing the intention
of the City Council to permit the International Longshoremen's Association
and the National Maritime Union of America to remain in their present
locations creates a public emergency and an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction and that such
ordinance or resolution shall be read at three several meetings of the
City Council, and the Mayor, having declared such emergency and necessity
to exist, having requested the suspension of the Charter rule and that
this resolution take effect and be in full force and effect from and
after its passage, IT IS ACCORDINGLY SO RESOLVED this the 49 day of
February, 1975.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
