HomeMy WebLinkAbout12498 ORD - 02/26/1975MLM:VMR:2 -25 -75 ;1ST AN ORDINANCE AMENDING THE CITY BUDGET: AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT TO CONTRACT FOR ENGINEERING SERVICES WITH MkCAUGHAN & ETHERIDGE, CONSULTING ENGINEERS, AS PREVIOUSLY AUTHORIZED BY ORDINANCE NO. 1114214, PASSED AND APPROVED ON APRIL 14, 1973, SAID AMENDMENT BEING TO INCREASE THE SCOPE OF SERVICES TO IMPROVE THE WESTSIDE WASTEWATER TREATMENT PLANT AND TO MODIFY THE SCOPE OF SERVICES TO INSURE COMPLIANCE WITH CERTAIN GUIDELINES OF THE ENVIRONMENTAL PROTECTION AGENCY, A COPY OF SAID AMEND- MENT BEING ATTACHED HERETO, MARKED EXHIBIT "A ", AND MADE A PART HEREOF FOR ALL PERTINENT PURPOSES; APPROPRIATING $28,000 OUT OF NO. 250 SANITARY SEWER BOND FUND OF WHICH $9,300 IS APPLICABLE TO PROJECT NO. 250 -72 -1, BROADWAY TREATMENT PLANT IMPROVEMENTS, $14,100 IS APPLICABLE TO PRO- JECT NO. 250-72-9, ALLISON TREATMENT PLANT IMPROVEMENTS, AND $114,600 IS APPLICABLE TO PROJECT NO. 250- 72 -11, WEST- SIDE TREATMENT PLANT IMPROVEMENTS; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED TO EXECUTE AN AMENDMENT TO CONTRACT FOR ENGINEERING SERVICES WITH MCCAUGHAN & ETHERIDGE, CONSULTING ENGINEERS, A PREVIOUSLY AUTHORIZED BY ORDINANCE NO. 1114214, DATED APRIL $, 19731 SAID AMENDMENT BEING TO INCREASE THE SCOPE OF SERVICES TO IMPROVE THE WESTSIDE WASTEWATER TREATMENT PLANT AND TO MODIFY THE SCOPE OF SERVICES TO INSURE COMPLIANCE WITH CERTAIN GUIDE- LINES OF THE ENVIRONMENTAL PROTECTION AGENCY, ALL IS MORE FULLY SET FORTH IN A COPY OF SAID AMENDMENT WHICH IS ATTACHED HERETO, MARKED EXHIBIT "A ", AND MADE A PART HEREOF FOR ALL PERTINENT PURPOSES. SECTION 2. THAT THERE IS HEREBY APPROPRIATED $28,000 OUT OF N0, 250 SANITARY SEWER BOND FUND, OF WHICH $9,300 IS APPLICABLE TO PROJECT NO. 250 -72 -1, BROADWAY TREATMENT PLANT IMPROVEMENTS, $Y,1OO IS APPLICABLE TO PROJECT NO. 250 -72 -91 ALLISON TREATMENT PLANT IMPROVEMENTS, AND $114,600 IS APPLICABLE TO PROJECT N0. 250- 72 -11, WESTSIDE TREATMENT PLANT IMPROVEMENTS. SECTION 3. AMENDMENT OF THE CITY BUDGET TO ACCOMPLISH THE PURPOSES OF THIS ORDINANCE IS NECESSITATED FOR EMERGENCY EXPENDITURE IN GRAVE PUBLIC NECESSITY TO MEET UNUSUAL AND UNFORESEEN CONDITIONS, WHICH COULD NOT, BY REASONABLE DILIGENT THOUGHT AND ATTENTION OF THE GOVERNMENT OF THE CITY OF CORPUS CHRISTI, HAVE BEEN INCLUDED IN THE CURRENT, ORIGINAL BUDGET OF THE CITY. SECTION 4. THAT THE NECESSITY TO AUTHORIZE THE EXECUTION OF THE AFORESAID AMENDMENT TO CONTRACT FOR ENGINEERING SERVICES, AND TO APPROPRIATE THE NECESSARY FUNDS TO COVER THE COST OF SAID AMENDMENT, SO THAT THE NECESSARY MODIFICATIONS TO THE SUBJECT CONTRACT CAN BE MADE AT THE EARLIEST POSSIBLE DATE CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION BUT THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE TAKE EFFECT AND BE IN -FULL FORCE AND EFFECT FROM FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THEDAY OF FEBRUARY, 1975• ATTEST 46& - - IJJ SECRETARY , MA R Pro -T(:m E CITY OF CORPUS C 'l, TEXAS PPROVED: DAY OF FEBRUARY, 19755 A TING CITY ATTORNE AMENDMENT TO CONTRACT FOR ENGINEERING SERVICES THE STATE OF TEXAS COUNTY OF NUECES The City of Corpus Christi, hereinafter called "City ", and McCaughan and Etheridge, hereinafter called "Engineers" whether one or more, agree to the follow- ing amendment to the Contract for Engineering Services approved by Ordinance No. 11424, dated April 4, 1973: 1. It is hereby agreed that Item I -D entitled Alterations and Modifications of the Westside Wastewater Treatment Plant be added to Section A, Item I of said contract. The scope of this work includes the construction of additional treatment units to remove suspended solids caused by sloughing at the trickling filters from final plant effluent so that effluent quality will meet the 20 -20 secondary treatment standards required by the Texas Tiater Quality Board and the Environmental Protection Agency. In addition, the scope shall include a study of the offensive odor problems at the plant. Modifications to existing treatment units to correct odor problems is also included in the scope of work under this item. 2. All other sections of the original contract where reference is made to Item I -A, I -B and I -C shall include Item I -D. 3. Section B - Scope of Services - Items I -A, I -B, I -C and I -D are hereby amended to include the following additional work as part of the preliminary phase: a. Infiltration Inflow Analysis - The Engineer agrees to perform the necessary studies, analysis and reports for the infiltration inflow analysis as pre- scribed by the Environmental Protection Agency for the Wastewater Systems now flowing to Allison, Broadway and Westside Plants including the area of the Arcadia Lift Station. The nature and scope of the infiltration /inflow study shall include but not be limited to the following: A. Visually inspect key manholes and pumping stations for signs of peak hydraulic grade lines and signs of potential inflow /infiltration sources. B. Establish a system of peak depth monitors at key locations in the collection system to further establish peak flows in the collection system during periods of rainfall and drainage shed locations of exceptional sources of inflow. C. Analyze existing sewage flow records and water use records to determine gross magnitude of inflow /infiltration. D. Interview municipal employees to determine location and qualitative nature of overflows and bypasses, operation and maintenance practices and observations of sewer deposits, roof intrusion, and other perti- nent sewer system information. E. Should it be necessary, flows will be measured at key manholes to ascer- tain the quantities of sewage flow and corresponding water use meter records in the project area. F. Provide a general discussion of the geographical and geological charac- teristics of the area served by the collection system. G. Determine the known methods of sewer construction, maximum, minimum, and average depths of sewers, and location of ground water with respect to the sewer locations. H. Estimate costs for correction of inflow /infiltration, including costs for an evaluation survey, sewer system rehabilitation, and transporta- tion and treatment of the inflow /infiltration not eliminated by rehabilitation. I. Compare the cost estimate to determine if inflow /infiltration is non - excessive or possibly excessive. J. Consult with public health officials regarding study and results of study to ascertain agreement with procedures and details of study. K. Incorporate findings, recommendations and estimates of cost in a written report to be inserted in an overall infiltration /inflow report for the entire City and deliver the original text and figures of the report to the City'. L. Be available to discuss the findings and investigation with the City and appropriate officials. b. In addition to the work listed in the preliminary phase, the consultant agrees to prepare a Facility Plan. The Facility Plan shall contain pre- liminary Engineering studies and cost estimates for the recommended improvements. Alternate Engineering solution shall be considered with only the most cost•effective solution being recommended." The 'Facility Plan shall incorporate all of the items required or defined in Regulation 35.917 -1 of the EPA guidelines published in the Federal Register dated February Up 1974. c. It is further clarified that the preparation of the Environmental Assessment, as required under Section B, Sub- Section (A) -3 of the original contract, shall be prepared using the format specified by EPA, and the Engineers agree to appear in the Public Hearing required to fulfill the Step I requirements by EPA. d. Should it be required by EPA, the Engineer agrees to prepare a maintenance and operation evaluation report for Allison, Broadway and Westside Plants, at a fee or fees to be determined after the specific requirements of EPA are known or in accordance with the schedules listed under additional services of the original contract. 4. The Fee Schedules under Section H shall include item I -D, but item I -D work shall be classed under the same category as items I -A and I -B. 5. The City agrees to compensate the Consultant for the additional services required in connection with the infiltration /inflow studies on each of the three Waste- water Systems as follows: a. Allison Wastewater System 4,100.00 b. Broadway Wastewater System 9,300.00 c.
