AN ORDINANCE
AMENDING THE CITY BUDGET: AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AMENDMENT TO CONTRACT FOR
ENGINEERING SERVICES WITH URBAN ENGINEERING AS
PREVIOUSLY AUTHORIZED BY ORDINANCE NO. 11440,
PASSED AND APPROVED ON APRIL 4, 1973, SAID
AMENDMENT BEING TO INCREASE THE SCOPE OF SERVICES
TO INCLUDE DESIGN OF FACILITIES TO INCREASE THE
TREATMENT CAPACITY OF THE LAGUNA MORE AND OSO
WASTEWATER TREATMENT PLANTS AND TO MODIFY THE
SCOPE OF SERVICES TO INSURE COMPLIANCE WITH
CERTAIN GUIDELINES OF THE ENVIRONMENTAL PRO-
TECTION AGENCY; CANCELLING THE PREVIOUS APPRO-
PRIATION OF $105,000 APPROPRIATED BY SAID
ORDINANCE NO. 11440; APPROPRIATING A TOTAL OF
$131,050 OUT OF NO. 250 SANITARY SEWER BOND FUND,
OF WHICH $25,000 IS APPLICABLE TO PROJECT NO. 250-
72-2, SARATOGA TRUNK. MAIN, $44,000 IS APPLICABLE
TO PROJECT NO. 250-- 72 -12, LAGUNA MADRE (FLOUR BLUFF)
WASTEWATER TREATMENT PLANT EXPANSION, AND $62 ;050
IS APPLICABLE TO PROJECT NO. 250 -70 -104, OSO WASTE-
WATER TREATMENT PLANT EXPANSION; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute an Amendment to Contract for Engineering Services with Urban
Engineering, as previously authorized by Ordinance No. 11440, passed and
approved April 4, 1973, said amendment is to increase the scope of ser-
vices to include design of facilities to increase the treatment capacity
of the Laguna Madre and Oso Wastewater Treatment Plants and to modify
the scope of services to insure compliance with certain guidelines of the
Environmental Protection Agency.
SECTION 2. That the sum of $105,000 appropriated by said
Ordinance No. 11440 is hereby cancelled and the total sum of $131,050
is hereby appropriated out of No. 250 Sanitary Sewer Bond Fund, of which
$25,000 is applicable to Project No. 250 -72 -2, Saratoga Trunk Main,
$44,000 is applicable to Project No. 250- 72 -12, Laguna Madre (Flour Bluff)
Wastewater Treatment Plant Expansion, and $68,,050 is applicable to
Project No. 250-70 -104, Oso Wastewater Treatment Plant Expansion.
SECTION 3. Amendment of the City Budget to accomplish the
purposes of this ordinance is necessitated for emergency expenditure in
grave public necessity to meet unusual and unforeseen conditions, which

could not, by reasonable diligent thought and attention of the Government
of the City of Corpus Christi, have been included in the current, original
Budget of the City.
SECTION 4. That the necessity to authorize the amendment to
the aforementioned contract for engineering services and to appropriate
the sum necessary to carry out the amendments called for creates a public
emergency and an imperative public necessity requiring the suspension of
the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction and that such ordinance or resolution
shall be read at three several meetings of the City Council, and the
Mayor, having declared such emergency and necessity to exist, having
requested the suspension of the Charter rule and that this ordinance take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED this theji day of FEBRUARY, 1975.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
