AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO MCUTE A CONTRACT
WITH THE EARLY CHILDHOOD DEVELOPMENT CENTER, INC.
FOR THE PURPOSE OF DEVELOPING AND CONDUCTING A
PROGRAM OF EARLY CHILDHOOD DEVELOPMENT, AS MORE
FULLY SET OUT IN THE CONTRACT. EXHIBIT USTANTIA`, LLAND
THE FORM ATTACHED HERETO, MARKED
MADE A PART HEREOF; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TESAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute a contract with the Early Childhood Development Center, Inc.
for the purpose of developing and conducting a program of early childhood
development, as more fully set out in the contract, in substantially the
form attached hereto, marked Exhibit "A ", and made a part hereof.
SECTION 2. The necessity to authorize execution of the
aforesaid contract at the earliest practicable date in order that the
early childhood development program may continue without delay creates
a public emergency and an imperative public necessity requiring the
suspension of the Charter rule that no ordinance or resolution shall be
passed finally on the date of its introduction and that such ordinance or
resolution shall be read at three several meetings of the City Council,
and the Mayor, having declared such emergency and necessity to exist,
having requested the suspension of the Charter rule and that this ordinance
take effect and be in full force and effect from and after its passage,

CONTRACT FOR PERSONAL SERVICES
THIS AGREEI,NT, entered into as of this day of s
1975, by and between the Early Childhood Development Center, Incorporated
(herein called the "Contractor ") and the City of Corpus Christi (herein
called the "City"), WITNESSETH THAT:
WHEREAS, the City desires to engage the Contractor to render
technical or professional services hereafter described in connection with
an undertaking which is expected to be financed by a grant from the Texas
Department of Public Welfare, and Texas Department of Community Affairs.
NOW, THEMORE, the parties hereto do mutually agree as follows:
1. Employment Contractor. The City hereby agrees to engage
the Contractor and the Contractor hereby agrees to perform the services
hereinafter set forth in connection with the project as contracted with
Texas Department of Public Welfare and Texas Department of Community Affairs.
In addition, the City shall advance the Contractor sufficient funds out of
the working capital the City received from the previous sponsor for the pur-
pose of payment of eligible operating expenses pending reimbursement from
the State Welfare Department through the City. in turn, the Contractor
shall upon termination of City sponsorship return any funds to the City so

dated day of , 1975 for the original contract, a copy
of which is on file in the office of the City Secretary of the City of
Corpus Christi and incorporated herein for all pertinent purposes.
c. Provide the City a verified and proper monthly
statement for services provided in accordance with the procedures prescribed
by the City.
d. Sire or promote only such personnel who can meet
specific qualifications as set forth in the job descriptions which have been
approved as a part of the plan of operation unless a waiver of a specific
required qualification is obtained in writing from the City prior to the
hiring or promotion of the individual imrolved.
e. observe the Federal Inter - Agency Day Care requirements
in other regulations as specified by the City as they relate to particular
programs in providing the services contemplated under this contract.
f. Comply with the appropriate State licensing requirement.
g. Furnish the City with fiscal reports and a breakdown
of expenditures each month in a format prescribed by the City. Specifi-
cally, the Contractor agrees to furnish fiscal reports on or before the
loth day following the end of the billing month.
h. Furnish the City with various monthly statistical
reports as required by the City in the format prescribed by the City.
i. Make available at reasonable times and for reasonable
periods those books, records, and supporting documents kept current by the
Contractor and its subcontractors pertaining to this project for purposes
of inspection, monitoring, auditing or evaluating by the City personnel or
their representatives.
J. Maintain and retain supporting fiscal documents adequate
to assure that claims for Federal matching funds are in accord with appli-
cable Federal requirements. Said document shall be maintained and retained
by the Contractor and all subcontractors, if any, for a period of three
years after the end of the Federal fiscal year if audit by or on behalf of
the City has occurred by that time.

If such audit has not occurred, the documents must be
retained until audit or until five years following the end of the Federal
fiscal year, whichever is earlier. In all cases, documents shall be re-
tained until the resolution of audit questions.
Contractor agrees to reimburse City for any and all
project costs determined by audit or otherwise during this project period
or at some later date to be ineligible expenditures.
k. Recognize the fair hearing process established by the
Department of Public Welfare and abide by decisions rendered in such fair
hearings.

amended by Article 6252 -169 Vernon'-s Texas Civil Statutes, including but
not limited to, giving equal opportunity both to those seeking employment
and those seeking services without regard to race, color, religion, sex
or national origin.
m. Establish a method to secure the confidentiality of
records relating to clients in accordance with the applicable Federal law,
being Section 402(A)(9) of Title IV, Part A of the Federal Social Security
Act, as amended, and the rules and regulations issued pursuant thereto
as well as the applicable State law, being Section 33 of Article 695C9
Vernon's Texas Civil Statutes, as amended, and the rules and regulations
issued pursuant thereto.
n. Contractor shall assume responsibility for the pro-
tection, at all times, of all physical property and equipment used by the
facility or facilities, being maintained to carry out the plan of operation
and take appropriate measures to insure meeting its obligation. The
Contractor must furnish the City with a written, factual report of any
equipment which is damaged or stolen and the circumstances concerning such
loss and, in the event of any theft, vandalism, or other offense against
said property, must notify appropriate local law enforcement authorities.
o. Contractor shall identify all equipment purchased with
funds allocated to the Contractor under such contract by appropriate tags
or labels affixed thereto, and maintain a current inventory of such equipment
which will be available to the City at all times upon request.

4. Personne .
a. The Contractor represents that he has, or will secure
at his own expense, all personnel required in performing the services under
this contract. Such personnel shall not be employees of or have any
contractual relationship with the City.
b. Bone of the work or services covered by this contract
shall be subcontracted without the prior written approval of the City.
5. 'Time of Performance. The services of the Contractor are to
commence as soon as practicable after the execution of this contract and
shall be undertaken and completed in such sequence as to assure their
expeditious completion in the light of the purposes of this contract, but
in any event all of the services required hereunder shall be completed
within 365 consecutive calendar days from the date of this contract.
6. Compensation. The City agrees to reimburse the Contractor
a sum not to exceed $194,947.15 for the above services.
7. Method of Payments. The City will pay to the contractor
the amount or amounts set forth in paragraph 6 above, which shall constitute
full and complete compensation for the Contractor's services hereunder.
Such sum will be paid in monthly payments, in every case, subject to the
receipt of a requisition for payment from the Contractor specifying that
he has performed the work under this Contract in conformance with the
Contract and that he is entitled to receive the amount requisitioned under
the terms of the contract.
B. Contractor agrees to hold harmless and to indemnify the
City from and against any and all claims, demands and causes of action of
every kind and character which may be asserted by any third party, occurring
or in any way incident to, arising out of, or in connection with, the
services to be performed by the Contractor under this agreement.
9. Termination of Contract for Cause. if, through any cause,
Contractor shall fail to fulfill in timely and proper manner his obligations
under this contract, or if the Contractor shall violate any of the covenants,
agreements, or stipulations of this contract, the City shall thereupon have
the right to terminate this contract by giving written notice to the
Contractor of such termination and specifying the effective date thereof,

at least five (5) days before the effective date of such termination. In
that event, all finished or unfinished documents, data, studies, surveys,
and reports prepared by the Contractor shall at the option of the City,
become its property, and the Contractor shall be entitled to receive just
and equitable compensation for any satisfactory work completed on such
documents and other materials.
Notwithstanding the above, the Contractor shall not be relieved
of liability to the City for damages sustained by the City by virtue of
any breach of the contract by the Contractor, and the City may withhold
any payment to the Contractor for the purpose of setoff until such time as
the exact amount of damages due the City from the Contractor is determined.
10. Termination for Convenience of City. The City may terminate
this contract at any time by giving written notice to the Contractor of
such termination and specifying the effective date thereof, at least fifteen
(15) days before the effective date of such termination. In that event,
all finished or unfinished documents and other materials as described in
paragraph 9 above shall, at the option of the City, become its property.
If the contract is terminated by the City as provided herein, the Contractor
will be paid an amount which bears the same ratio to the total compensation
as the services actually performed bear to the total services of the
Contractor covered by this contract, less payments of compensation previously
made.
11. Changes. The City may, from time to time, require changes
in the scope of services of the contract to be performed hereunder. Such
changes, including any increase or decrease in the amount of the Contractor's
compensation, which are mutually agreed upon by and between the City and
the Contractor, shall be incorporated in written amendments to this contract.
12. Equal Employment Opportunity_.
a. The Contractor will not discriminate against any
employee or those seeking service, because of race, color, national origin,
religion, or sex. The Contractor shall take affirmative action to ensure
that applicants are employed and that employees are treated during employment,
without regard to race, color, religion, sex or national origin. Such
action shall include, but not be limited to the following: employment,
upgrading, demotions, or transfers, recruitment or recruitment advertising,

layoffs or terminations, rates of pay or other forms of compensation;
selection for training including apprenticeship; and participation in
recreational and educational activities. The Contractor agrees to post in
a conspicuous place available to employees and applicants for employment
notices to be provided setting forth the provisions of this nondiscrimination
clause.
b. The Contractor shall keep such records and submit such
reports concerning the racial and ethnic origin of applicants for employ-
ment and employees as may be requested by the City.
c. The Contractor agrees to comply with such rules,
regulations, or guidelines as the City may issue to implement these require-
meats.
13. Interest of Members of City and Others. No officer,
member, or employee of the City and no members of its governing body, and
no other public official of the governing body of the locality or localities
in which the project is situated or being carried out who exercise any
functions or responsibilities in the review or approval of the undertaking
or carrying out of this project, shall participate in any decision relating
to this contract which affects his personal interest or have any personal
or pecuniary interest, direct or indirect, in this contract or the proceeds
thereof.
14. Find ++ «a Confidential. Any reports, information, data,
etc., given to or prepared or assembled by the Contractor under this contract
which the City requests to be kept as confidential shall not be made avail-
able to any individual or organization by the Contractor without the prior
approval of the City, except as may otherwise be provided by Article 6252 -
17a, that Act giving access to the public of certain information in the
custody of governmental bodies.
15. 'Officials Not to Benefit. No members of or delegates
to the Congress of the United States of America, and no resident commissioner,
shall be admitted to any share or part thereof or to any benefit to arise
herefrom.

16. Idenfificatidu of Documents. All reports or other docu-
ments as a part of this contract, other than documents exclusively for
internal use within the City shall carry a notation as provided by the City.
17. Ownership of Documents. All reports, maps, and other
documents completed as a part of this contract, whether published or un-
published, shall be the sole property of the City.
18. Assignability. The Contractor shall not assign any
interest in this contract and shall not transfer any interest in the same
without the prior written consent of the City.
19. Interest of Contractor. The Contractor covenants that he
presently has no interest and shall not acquire any interest, direct or
indirect, which would conflict in any manner or degree with the performance
of services required to be performed under this contract. The Contractor
further covenants that in the performance of this contract no person having
any such interest shall be employed.

The Early Childhood Deve opment Center, 1417 Horne Road, Corpus Christi, Texas will serve
children from birth up to four years of age living with the Corpus Christi City limits. Children
will be retained for a few months past their fourth birthday when they have to wait for the end
of a semester to enter Headstart or other child care arrangements. Within Nueces Court y, there

Welfare, Region 04 from their AFDC files of December 1974.

basis of fees for ')PVT related clients, and document vhy this need for service
continues to exist:
There are 24 non - profit day care centers operating in the city limits of Corpus
Christi. DPW related clients usually pay on a sliding fee scale basis, however,
six of these centers charge a commercial rate. Only one of these centers offers
infant day care. At present there are 14 children on the waiting list for
infant day care services at the ECDC. This is obviously a need source in Corpus
Christi particularly for the low income working mother. There are only two other
Title IV -A contract centers in Corpus Christi that can provide day care at no or
little to the eligible DPW related clients.
EARLY CHILDHOOD DEVELOPMENT CENTER OBJECTIVES
1. The Early Childhood Development Center will enroll 68 children from birth to
four, from families currently receiving Aide to Families with Dependent
Children (A.F.D.C.) and offer a comprehensive Child Growth and Development
program for each child on the basis of his individual needs. (If monies become
available, we could enroll potential and past AFDC recipients.)
Measure: Enrollment of 68 children from birth to four from categorically related
A.F.D.C. families written individual program and progress documentation.
2. A planned nutrition program on the basis of the needs of the children with special
diets for children needing individual diets.
Measure: A plan showing a nutritious cycle of food as planned by the Center
cook and nutrition consultants.
3. A continuing inservice education program for the staff development will be planned
and implemented
Measure: A written narrative and a time line will be developed indicating the
specific Staff Development activities for the program year. Each staff
member will be expected to achieve observable competencies to also
be listed in Staff Development plan.

The children are encouraged to verbalize individually and positive rein-
forcement is given accordingly. General communication and language,
development is constantly emphasized by the staff through talking and

D. NUTRITION

By whom and how frequently is this provided?
Director and cook will plan menus for .a month or 6 weeks: These menus
will be submitted to a professional nutritionist for her consultation and
approval. Additionally SDPW will be requested to provide continuous
food service programs at least twice annually.
2. Use of inexpensive foods
What USDA foods are available to your center? How do
you plan to use these and other inexpensive and in- season
foods in meat service?
Application was filed and approved with the USDA Special Food Service
and the Center received reimbursements for 68 children. Commodities
are used to supplement the food program. The cycle menus are planned
around seasonal foods.
E. HEALTH

How do you expect to do this?
The social worker and nurse work a follow -up on -going health program
with individual parents. Occasionally, health - related items are discussed
at parent meetings.
2. Planning to Complete Immunizations
What are your plans for dealing with situations where a child
is not up -to -date on immunizations?
Nurse has follow -up program on immunizations. Nurse has a record
of immunizations and talks to mothers to get the children up -to -date.
Transportation is provided by the Center for immunizations.

What activities (daily and periodically) do you anticipate
using to help children learn to care for their own needs
and to help develop good attitudes toward their bodies and
their health?
Cleanliness and grooming 'are stressed in the rooms for health activities.
Teachers provide training for children in the area of health with acti-
vities such as bathing, brushing teeth, general grooming, dressing, etc.
4. Daily Health Evaluation of Each Child
Where, when and by whom will this be done?
Nurse conducts daily inspection as children enter the Center. Teacher
check children periodically for health needs. Teachers report any health
problem to nurse.

EARLY CHILDHOOD DEVELOPMENT CENTER, INC. PLAN OF OPERATION
ENROLLMENT OF CLIENTS
Children may be enrolled at the Early Childhood Development Center, Inc. provided they
meet the following criteria:
(1) Present AFDC recipients
(2) Must live within the city limits
(3) Age, Birth - four years
(4) Mother is incapacitated, in training, school, working or seeking work and /or
training.
REFERRALS
The local State Department of Public Welfare will be responsible for referrals to the Early
Childhood Development Center, Inc. Current referrals recipients will be made in writing
with a statement of need for services before entitlement is done by Center's Social Worker.
Walk -in clients will make application with the ECDC Social Worker who will then confer
with the DPW worker to evaluate enrollment status of client.
Statement of need will be filed in the Center's Record file.
ENTITLEMENT
Entitlement information is obtained by the Early Childhood Development Center's Social
Worker and subsequently approved by the Department of Public Welfare worker prior to
enrollment of the client into the program.
FAMILY SOCIAL HISTORY AND INTAKE INFORMATION
After entitlement, the Social Worker will complete a Social History workup and other
intake information which will be filed in Center's Record file.
PSYCHOLOGICAL ASSESSMENT
A Social Worker will refer and schedule clients for psychological testing, if necessary.
Psychological assessment reports will be mailed to Program Director to be shared with the
Social Worker, and other personnel to be directly involved with a child and will be filed
in Center's Central Record File. This will only be done in case of need and not with
every child.

PHYSICALS
A Social Worker and Nurse will coordinate with the designated Pediatrician for physicals
to be done on prospective Center recipients. Statements from Physicians certifying -child's
in good health and eligibility to participate in the Center will be filed in Center's
Central Record File.
IMMUNIZATIONS
The Center nurse will cooperatively work with the Center's administrator in Counseling,
informing and offering information to client's on immunizations. The Center's nurse will
be responsible for Certifying that immunizations are up -to -date, and stay up -to -date
according to the child's age.
FAMILY PLAN
Prior to entrance into the program the Social Worker, Director, or Nurse will meet with
the parents to.sh_are Family Social History, Psychological Assessment and any other infor-
mation available in order to formulate a plan for the total family.
The total family plan will be filed in Center's Central Record File.
ORIENTATION
A Social Worker will be responsible for Orientation Activities offered to all new clients.
Documentation is kept in the Social Worker's files on the following records:
Children entitlement
Children immunization records
Children physical records
Children dental screening
Family history and intake
Psychological assessment (if necessary)

The Early Childhood Development Center, Inc. has focused on two major areas of parent
involvement: (1) Individual Counseling (2) Educational meetings. The educational meetings
have'focused their impact on topics such as: Child- rearing, discipline, nutrition, consu-
mer education, communication skills, child illnesses and others.
2. Parental Participation in the Program in a Recision Making Role
Describe how this is developed.
The parents role in the decision- making process comes through their participation in the
Parents Advisory Council. They can also effect change by direct communication with
the Director, the social worker and the teaching staff. This Parent Advisory Council
will have five representative on the Board of Directors and will be involved in all
decisions.

1. A log of long distance calls will be maintained.
2. The evaluator will submit vouchers to document expenditures before receiving
reimbursements as stated in contract.
3. Consultants for workshop and training. The maximum rate will be $100 /day and
$150 travel at 121; a mile or plane fare (actual). Two days specially authorized
@ $150 /day.
4. A tax exempt status and USDA special foods program have been applied for and
this amount will be adjusted when these are received.
5. This includes Medical Examination:
a) Special rate of $5 each for a group examination for 45 children - $225
b) Other individual medical examination up to $10 per child for 70 children
(number includes enrollment changes) - $700
c) Health cards for parent volunteers to a maximum expenditures of $100 per
year.

6. Staff who eat with and assist the children will receive their meals. Mealtimes
and snack times are not only nutritionally important but also provide unique
learning experiences for the children (good attitudes toward new foods, table
manners, self- expression through conversation, etc.). These are best taught
through association with appropriate models (staff). Additionally, meals are
also provided to the Director, Social Worker, Supervisory Teacher, and Secretary
(who should take every opportunity to dine with the children), to facilitate their
remaining on the center premises at midday.

DIRECTORS'S JOB DESCRIPTION
General Description
Performs responsible professional and administrative work in the field of Early Childhood
Development. Under the direction of the Corpus Christi Council on Early Childhood
Development, the director is responsible for planning and executing a child health,
education and social development program for children ages 0 -4.
Examples of Work' Performed
Coordinates and conducts In- Service Training for teachers and aides.
Maintains general functional supervision of all programs and activities which are directed
toward meeting needs of children in the field of health, education, and social develop-
ment.
Supervises programs of specialization directed toward prevention of social, psychological,
and educational disorders among children ages 0 -4.
Organizes public resources or develops private resources for providing necessary early
childhood development services where such services are not available through existing
public or private institutions.
The Program Director will be responsible for the preparation of future proposals and will
submit some to the Child & Youth Development Council through the Regional Coordinator
for approval.
Performs related work as assigned by the Early Childhood Development Council.
Minimum Qualifications
Education and Experience. The Director must be a graduate from a four -year college
or university with a Master Degree in Education, Public Health, Child or Clinical
Psychology , education with major emphasis closely related subjects.
Two years' professional experience in education, public health, or clinical child psy-
chology; or an equivalent combination of training and experience substituting training
for experience with a maximum substitution of one year.

Knowledge, Skills, and Abilities. Extensive knowledge of coordinating varied, agency
activities with proven or demonstrated administrative capabilities.
Extensive knowledge of techniques and methods of social, psychological, education, and
health appraisal and methods for screening children with problems in these areas; and
interpretation of special testing methods; of the administration, operation and scope of
activities in an over -all early childhood development program; and working knowledge
of the state and federal laws governing public programs.
Ability to plan, develop, and supervise specialized consultative and advisory early child-
hood development services.
Ability to present ideas and factual data in a clear, concise manner orally and in writing
to both professional and lay groups.
Ability to related meaningfully with parents and children.
Bilingual capabilities are desireable.
Physical. Good health and physical condition sufficient to permit full performance of

Under the supervision of the Program Director, performs various routine clerical and
supervisory duties which require good judgement and knowledge of procedures, policies, and
practices. Works carefully and tactfully with teachers, teacher aides, social workers,
parents and the general public. Compiles reports, maintains various records related to the
Center and other duties in a manner that sets the appropriate tone and atmosphere necessary
for the Early Childhood Development Center.
TYPICAL DUTIES
1. Organizes office routine and filing pystem, types correspondence, and processes all
incoming mail.
2. Answers telephone, relays messages, answers questions, giving out routine infor-
mation in accordance with the Project Administrator's directions.

is to keep the Program Director and Staff informed on expenditures to date.
9. Compiles and prepares month end report to Department of Agriculture for
reimbursement for meals served to children and staff.
PURCHASING AGENT
1. Keeps all supplies in office closet in order to maintain inventory on hand, orders
all supplies needed by the office, nurse, teachers and some items needed by kitchen
staff. Buying judgement is needed to make best purchases for least amount of
money for necessary equipment and supplies for Center.
2. Inspect supplies received for quality and make certain the merchandise is what
was ordered.
3. Coordinate with Program Director regarding balance of money remaining in supply fund.

SOCIAL WORKER �.
Social Worker component of the Early Childhood Development Program will
provide social services to children in care and to their families.
Within this project, the Social Worker will insure that parents and
children receive a compihensive, orderly delivery of services relevant
to the child's and family's needs.
These services will be geared to enhance family strengths, child rear-
ing techniques, and to provide individual counseling to parents when
the child's behavior indicates problematic family relationships or
home conditions.
INTAKE, PROCESS
1. Process all referrals for enrollment.
2. Psycho - social evaluations of each child and family to gather etio-
- logical data; to plan for appropriate class placement; and to make
family follow -up contacts.
3. 'Guide the orientation of the child and his parents to entrance into
the center in a manner to provide for maintenance of the family's
dignity and privacy.
4. Refer families to alternative community services when the Early
Childhood Development Program is not an appropriate placement.
5. Coordinate efforts of community social service agencies with assess-
ment of the family situation and the most appropriate use of the.early
childhood development center.
CONSULTATION
1. Review of the intake psycho- social evaluation to further clarify the child's
and family's environment, along with his classroom behavior and subsequent
learning. These sessions will be carried out in conjunction with the teach-
ing staff (teacher, aides, etc.)
2. Act as consultant to staff in dealing with problem behavior situation of
children in care.

1. Maintain helping relationships with families of children enrolled. These
contacts will provide for current and pertinent data being maintained on
each case.

Procedures will be established for the coordination and cooperation with organi-
zations offering those resources which may be required by the child and his family.

above procedures will be coordinated with the Department of Public Welfare.
DOCUMENTATION
A documentation system will be maintained through which current, up -to -date infor-
mation can be kept for referral purposes by any, and all, professional staff
involved with the ECD Program. Additionally, this documentation is required for
program evaluation and review.
PARENTAL INVOLVEMENT
Provide opportunities for parent participation and encourage involvement with
the Early Childhood Development Center, Inc. To coordinate parent suggestions
and staff implementation. To act as liaison between entitlement DPW workers.

in charge that the child is leaving.
Any other person who has permission to pick up YOUR C= must have his
nemo oa file in writigg at the Center. No child will be permitted to
leave the promises without the parents' written authorization.
ACCIDURIS OP ILLNESS
If a child is absent from the Contar because of a contagious or disabling
illness, a doctor's release must be presented before he may return to
the Center. The child must be free from fever for a tuenty -four hour
period before he can return to the Center.
Medicine: Any medicine prescribed by a doctor must be brought by the
parent to the Center. The parent must also sign the medication form
provided by the Carter as medicine cannot be giver to a child without
the parent's sisnature.
Parents will be notified immediately of serious injury or illness of
their child.
Cases of communicable diseases by any child .will be reported to all parents
or guardians of children in the Center.

1. Prior to entrance into the program, your child muat have a physical
and immunizations must be complete or up -to -date, according to his
age.
2. Sick children will not be accepted at the Center.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
