AN ORDINANCE
AUTHORIZING ACCEPTANCE OF THE PROPOSAL OF A. EARL CULLUM,
JR., CONSULTING ENGINEERS, OF DALLAS, TEXAS TO EVALUATE
THE LOCAL CABLEVISION SYSTEM TO DETERMINE QUALITY OF
SIGNAL TRANSMISSION, INCLUDING THE GHOSTING PROBLEM, AND
TO REVIEW THE DEPENDABILITY OF THE CATV SERVICE, ALL AS
MORE FULLY SET FORTH IN THE PROPOSAL, IN SUBSTANTIALLY
THE FORM ATTACHED HERETO, MARKED EXHIBIT "A ", AND MADE
A PART HEREOF; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED
TO ACCEPT THE PROPOSAL OF A. EARL CULLUM, JR., CONSULTING ENGINEERS, OF
DALLAS, TEXAS TO EVALUATE THE LOCAL CABLEVISION SYSTEM TO DETERMINE QUALITY
OF SIGNAL TRANSMISSION, INCLUDING THE GHOSTING PROBLEM, AND TO REVIEW THE

DEPENDABILITY OF THE CATV SERVICE, ALL AS MORE FULLY SET FORTH IN THE PROPOSAL,
IN SUBSTANTIALLY THE FORM ATTACHED HERETO, MARKED EXHIBIT "A ", AND MADE A
PART HEREOF.
SECTION 2. THE NECESSITY TO AUTHORIZE THE ACCEPTANCE OF THE HEREIN -
ABOVE DESCRIBED PROPOSAL IN ORDER THAT THE WORK MAY BE COMMENCED AT THE EARLIEST
PRACTICABLE DATE CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY
REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION
SHALL BE PASSED FINALLY ON THE'DATE OF ITS INTRODUCTION BUT THAT SUCH ORDINANCE
OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND
THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING
REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE TAKE EFFECT
AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY

Dear Mr. Walker:
We have been asked by Mr. Robert Schnider and by Mr. Douglas Matthews to
provide you with a letter stating our rates and charges for travel to
Corpus Christi from Dallas for the purpose of observing and evaluating
the ghosting problem experienced with the Cablevision facility in Corpus
Christi and reporting orally on our findings to the City Council. It
is understood that the report is desired at the Council meeting on Wed-
nesday morning, March 19, or 26, 1975, and that it may be necessary also
to attend an afternoon meeting and be available for questioning. We
suggest the 26th as a preferred date.
We estimate that the engineering time involved for the foregoing will be
two days. At our normal rate, the engineering costs will be $600.00. If
a formal written report is desired, then additional charges for engineering
time, probably in the amount of one day, would be incurred.
We would bill our out -of- pocket costs for air travel from Dallas to Corpus
Christi, plus the associated ground travel and our over night stay at our
actual expense. We estimate that these expenses will run on the order of
$200.00.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
