AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE, FOR AND ON
BEHALF OF THE CITY AS THE ADMINISTRATIVE UNIT FOR THE
COASTAL BEND MANPOWER CONSORTIUM, A SECTION 112, CETA,
CONTRACT MODIFICATION WITH THE TEXAS EDUCATION AGENCY,
AND TO EXECUTE ALL RELATED NECESSARY DOCUMENTS, INCREAS-
ING FUNDING FOR A SUPPLEMENTAL, VOCATIONAL EDUCATION
PROGRAM OPERATED THROUGH DEL MAR COLLEGE AND BEE COUNTY
COLLEGE, A COPY OF SAID MODIFICATION, IN SUBSTANTIALLY
THE SAME FORM, BEING ATTACHED HERETO, MARKED EXHIBIT
"A ", AND MADE A PART HEREOF; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager be and he is hereby authorized to
execute for and on behalf of the City of Corpus Christi as the Administrative
Unit for the Coastal Bend Manpower Consortium, a Section 112, CETA, Contract
Modification with the Texas Education Agency, and to execute all related
necessary documents, increasing funding for a supplemental vocational education
program operated by the Texas Education Agency through Del Mar College and
Bee County College, from the current level of $129,960 to a new level of
$162,386, a copy of which modification, in substantially the same form, is
attached hereto, marked Exhibit "A ", and made a part hereof for all pertinent
purposes.
SECTION 2. The necessity to authorize the execution of the afore-
mentioned modification�,at an early date, to permit these vocational education
programs to proceed without delay creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no ordinance
or resolution shall be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared such emergency and necessity
to exist, and having requested the suspension of the Charter rule and that
this ordinance be passed finally on the date of its introduction and take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this the day of March, 1975•

Pursuant to the provisions of the Comprehensive Employment and
Training Act of 1973, Section 112, - Supplemental Vocational Educa-
tion Assistance, changes to the initial non - financial agreements
must be executed in accordance with CETA Rules and Regulations,
reference Section 95.58 as recorded in the Federal Register, dated

to the Governor's office, Division of Planning Coordination,

by 'the State Board for Vocational Education (Texas Education Agency)

This Agreement change consists of this sheet, the Project Operating
Plan and the Program Narrative.
As per this Agreement change the State Board for Vocational Education
of Texas (Texas Education Agency) is committed to provide for the
Prime Sponsor the training and services outlined in the Program
Narrative. These services and training will be provided upon
receipt of funds from the Governor.

I. GENERAL INFORMATION
1.1 Bee County College will give immediate supervision to
this project. Supervisor. will be Mr. John Hoaan,
Assistant Dean of Occupational Education.
1.2 PROGRAM ACTIVITIES
a. Skill training
18 students - Bee County college
Provide skill training of one year duration or
more to 18 adults 17 years of age or older who
have the Interest and aptitude to profit from
the instruction. Graduation from hiqh school is
not required for enrollment in this proaram.

by the Southern Association: therefore, all ,,irses are
being evaluated continuously. The vocational ;roe rams are
all geared towards industry, and an A,ivis:ory 0"Mmittee,
made up of local industrial representatives, a!vises the
college and keeps the course curriculum up -to -date with
industrial demands.
1.9 All students enrolled at See County Colleqe will be con-
sidered full -time college students and all records will be
maintained by the Registrar's office. All students at Ree
County College entering into skill training are first inter-
viewed by a counselor before they are admitted into training.
III. COURSE INFORMATION
The general objectives of this project are: (1) to provide
disadvantaged persons with the education and /or training that
will qualify them for immediate employment in their chosen
occupation: and to (2) provide career guidance and job placn-
ment srrvic:es to all disadvantaged persons in the tiesianated
region to be served.

The objectives of the skill trainina courses are to
impart the necessary work knowledae and develon the
skills reouired for ultimate employment in industrv.
Work habits and attitudes are stressed continually in
each course. Well - planned shops with modern equip-
ment provide an excellent opportunity to achieve these
objectives.

30 students - Del Mar College
Provide skill training of one year duration or more to
30 adults 17 years of age or older who are high school/
G.E.D. graduates or functioning at the 10th grade level
in skill occupations at Del Mar College. Skill training
will be offered in the following areas at Del Mar

NOTE: Students enrolled for a two year curriculum will not complete the
entire curriculum but will have sufficient saleable skills for
employment. It is recommended that these students be allowed to
complete their curriculum before they are shown as a positive
termination. EXAMPLE: If a student enters Automotive Mechanics
on this contract, he would receive 16 months of training before
this contract ends. Consequently, he is approximately six (6)
- months short of finishing Automotive Mechanics, but the•student
would possess sufficient saleable skills for emp ym

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
