WHEREAS, William H. Shireman is retiring on March 31, 1975 as
Director of the Legal Aid Society of Nueces County, a position he has
held for the past five years and previously from July to December, 1967;
and
WHEREAS; the local Legal Aid Society office has advanced from
a part -time operation, sponsored by the Nueces County Bar Association
some nineteen years ago, to the present staffing of four full -time attorneys
and numerous clerical and secretarial employees, due in large measure to
the dedication and guidance of William H. Shireman who recognized long
J ago the urgent legal needs of the indigent and less fortunate residents
of the community; and
WHEREAS, although Mr. Shireman has.been actively engaged in
the work of the Legal Aid Society office, he has found time for numerous
civic activities and church work, and served on the Board of Regents of
Del Mar College and served as a State Senator; and
WHEREAS, the City Council desires to publicly recognize the
dedication and devotion of William H. Shireman in his tireless aid to
the needy and to the other residents of the community who benefitted
from his unselfishness, and to convey to him the best wishes of the
residents of this community upon his retirement:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the members of the City Council, as the elected
representatives of the residents of Corpus Christi, do hereby express their
appreciation to William H. Shireman for his devotion to aiding the needy
and others of the community, particularly through his position as Director
of the Legal Aid Society of Nueces County, and to wish him well in his
retirement; and that a copy of this resolution, recorded in the official
Minutes and records of the City, be forwarded to Mr. Shireman as a token
of appreciation of the City Council for his services to the community.
SECTION 2. The necessity to immediately express the City Council's
gratitude and appreciation to William H. Shireman creates a public emergency

and an imperative public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the date
of its introduction but that such ordinance or resolution shall be
read at three several meetings of the City Council, and the Mayor having
declared that such emergency and necessity exist, and having requested
the suspension of the Charter rule and that this resolution be passed
finally on the date of its introduction and take effect and be in full
force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED,
this the 19th day of March, 1975.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
