AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO SUBMIT
AN APPLICATION TO THE TEXAS GOVERNOR'S
OFFICE OF TRAFFIC SAFETY TO EXTEND FOR
EIGHT MONTHS, A ONE -YEAR GRANT TO DEVELOP
A DATA PROCESSING PROGRAM FOR TRAFFIC
ACCIDENT INFORMATION, AS SET FORTH IN
THE PROPOSAL, A -COPY OF WHICH, IN SUBSTAN-
TIALLY THE SAME FORM ATTACHED HERETO, IS
MARKED EXHIBIT "A" AND MADE A PART HEREOF,
AND AUTHORIZING THE EXECUTION OF THE GRANT
AND SUCH OTHER DOCUMENTS AS MAY BE NECESSARY
IF AND WHEN THE GRANT IS APPROVED; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager be and he is hereby
authorized to submit an application to the Texas Governor's
Office of Traffic Safety to extend a one -year grant to develop
a data processing program for traffic accident information
for eight months, as set forth in the proposal, a copy of
which, in substantially the same form attached hereto, is
marked Exhibit "A" and made a part hereof, and authorizing
the execution of the grant and such other documents as may be
necessary if and when the grant is approved.
SECTION 2. The necessity to authorize the City
Manager to submit an application for the purpose of determining
eligibility-of the City for funding under the Texas Traffic
Safety Program creates a public emergency and an imperative
public necessity requiring the suspension of the Charter Rule
that no ordinance or resolution shall be passed finally on
the date of its introduction but that such ordinance or resolution
shall be read at three separate meetings of the City Council,
and the Mayor having declared such emergency and necessity to
exist, and having requested the suspension of the Charter Rule
and that this ordinance be passed finally on the date of its

introduction and take effect and be in full force and effect
from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this

1. CALAG003 - This program lists those intersections with X or more accidents
through (month), 1975• A logical extension of this program would be to
list mid - blocks with X or more accidents through (month), 1975.
2. CALAGO07 - This program will list mid -block accidents per mile per street
with block number identification.
3. CALAGO08 - Will report accidents per mile per a given street with block
number identification cross related with at least six variables - a gen-
eral program - one report per street. An example would be cross relations
with weather, light condition, road surface condition, road condition, first
harmful event, severity of injury, traffic control and totals.
4. CALA0009 - A program to generate the monthly Traffic Safety Performance Report.
5. CAIAGO10 - A program to generate the following information, type of accident,
weather condition, driver condition, type of report, light condition, road
surface condition and vehicle condition for each accident associated with a
given intersection. This information will be submitted with request for
traffic control monies.
6. CALAG011 - A program to generate a map of Corpus Christi which locates
certain main avenues of traffic and census tracts cross related to number
and type of accidents per census tract.
7. CALAGO12 - A program to list pedestrian accidents cross related to location,
type and severity of accident.
8. CALAGO13 - A program to list traffic violations and /or contributing factors
cross related to census tract.
9. CALAGO14 - A program to generate a report giving information pertaining to
accidents involving collisions with fixed objects.
10. CALAGO15 - A report which gives information on severity of accident as a
function of car size (compact, station wagon, etc.) and type.
11. Review and revise present programs as necessary.
12. Continue preparation of additional programs as needs arise.
