HomeMy WebLinkAbout12593 RES - 04/02/1975MLM:jkh:3- 28 -75; 1st A RESOLUTION AUTHORIZING EXPENDITURE OF FUNDS IN CONNECTION WITH APPLICATION FOR BLOCK GRANTS FOR THE PURPOSE OF INITIATING MANAGEMENT PROCEDURES AND PREPARATION FOR THE IMPLEMENTATION OF THE COMMUNITY DEVELOPMENT PRO- GRAM; AND DECLARING AN EMERGENCY. WHEREAS, the City of Corpus Christi has been designated as an entitlement city under the Housing and Community Development Act of 1974; and WHEREAS, the City has submitted an application to the Department of Housing and Urban Development for Community Development funds; and WHEREAS, said application has been approved and pending is formal execution of the contract: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. Authorization is hereby given for the expenditure of funds requested in the application for block grants, for the purpose of Initiating management procedures and preparation for the implementation of the program, the authorization to remain in effect until such time as the application is formally executed. It is understood that all funds expended during this period will be reimbursable to the City from the approved grant. SECTION 2. The necessity to initiate management procedures and prepare for implementation of the program under the Housing and Community Development Act creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this resolution be passed finally on the date of its intro- duction and take effect and be in full force and effect from and after 12593 its passage, IT IS ACCORDINGLY SO RESOLVED, this theday of April, 1975.
