A RESOLUTION
DECLARING THAT $15,000 SHOULD BE PROVIDED TO ESTABLISH
AN OIL SPILL TRAINING SCHOOL; AUTHORIZING THE CITY
MANAGER TO NOTIFY TEXAS A & I UNIVERSITY AND FEDERAL
AGENCIES; ENCOURAGING FUTURE CITY COUNCILS TO APPROPRIATE
MONIES; AND DECLARING AN EMERGENCY.
WHEREAS, it is the policy of the City of Corpus Christi to
cooperate with local industry and other governmental entities to protect
the bays and estuaries of the city by controlling and removing oil spills;
and
WHEREAS, in furtherance of this policy the city has participated
in the Corpus Christi Area Oil Spill Control Association which has developed the
resources and support to control, combat, and prevent oil spills; and
WHEREAS, Texas A & I University at Corpus Christi in cooperation
with the Corpus Christi Area Oil Spill Control Association has requested
the U. S. Environmental Protection Agency and the U. S. Coast Guard to
establish an oil spill training school at the University; and
WHEREAS, such an oil spill training school will improve the
ability of city employees and employees of local industries to contain,
harvest, and dispose of oil spills; and
WHEREAS, such an oil spill training school will further benefit
the community through the positive economic impact of 500 or more students
coming from throughout the world each year;
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
Section 1. The sum of $15,000 should be provided by the City
of Corpus Christi as a local share of the total cost of establishing an
oil spill training school at Texas A & I University at Corpus Christi.
Section 2. The City Manager is hereby authorized to notify
Texas A & I University and federal agencies of this committment.
Section 3. Future city councils are encouraged to appropriate
the necessary monies in the event a federal grant becomes available to
establish the oil spill training school.

Section 4. The immediate necessity to proceed with the
establishment of an oil spill training school in order to enhance
environmental protection creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no
ordinance or resolution shall be passed finally on the date of its
introduction and that such ordinance or resolution shall be read at
three several meetings of the City Council, and the Mayor having
declared that such emergency and necessity exist, and having requested
the suspension of the Charter rule and that this resolution be passed
finally on the date of its introduction and take effect and be in
full force and effect from and after its passa e. IT IS ACCORDINGLY
SO RESOLVED, this the OC.� day of 1975.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
