AN ORDINANCE
AMENDING THE CITY BUDGET; AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONTRACT WITH LAMBERT & FONDREN,
INC. FOR CONSTRUCTION OF THE CORPUS CHRISTI HEALTH
CENTER, SAID AUTHORIZATION BEING SUBJECT TO THE
CONCURRENCE OF THE DEPARTMENT OF HEALTH, EDUCATION
& ' WELFARE; APPROPRIATING $1,887,083, OF WBICH
$1,841,900 IS FOR THE CONSTRUCTION CONTRACT AND
$45,183 IS FOR INCIDENTAL AND RELATED EXPENSES,
AND AMENDING ORDINANCE NO. 12431 DATED JANUARY 15,
1975 WHICH PERTAINS TO THE APPROPRIATION OF
ADDITIONAL ARCHITECT'S FEES FOR BENNETT, MARTIN &
SOLBA, PROJECT ARCHITECTS, BY REDUCING THE FEES
APPROPRIATED BY $2,816, FROM $78,000 TO $75,184,
ALL APPLICABLE TO PROJECT 140. 207 -72 -3; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute a contract with Lambert & Fondren,.Inc. for construction of the
Corpus Christi Health Center, said authorization being subject to the con-
currence of the Department of Health, Education & Welfare, said construc-
tion being more fully described in the plans and specifications and con-
tract documents on file in the office of the City Secretary, all of which
are made a part hereof by reference and according to the bid of Lambert &
Fondren, Inc., opened on the 26th day of March, 1975, said bid of Lambert
& Fondren, Inc. being the lowest and most advantageous to the City of
Corpus Christi.
SECTION 2. There is hereby appropriated $1,887,083, of which
$1,841,900 is for the construction contract and $45,183 is for incidental
and related expenses; and Ordinance No. 12431, dated January 15, 1975s
pertaining to the appropriation of additional architect's fees for Bennett
Martin & Solka, Project Architects, be and the same is amended so as to
reduce the fees appropriated by $2,816, from $78,000 to $75,184, all
applicable to Project No. 207 -72 -3.
SECTION 3. Amendment of the City Budget to accomplish the
purposes of this ordinance is necessitated for emergency expenditure in
grave public necessity to meet unusual and unforeseen conditions, which

could not, by reasonable diligent thought and attention of the Government
of the City of Corpus Christi, have been included in the current, original
Budget of the City.
SECTION 4. The necessity to authorize execution of the contract
and to provide the necessary funds in order that the Health Center con-
struction may be commenced at the earliest practicable date creates a
public emergency and an imperative public necessity requiring the suspension
of the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction and that such ordinance or resolution
shall be read at three several meetings of the City Council, and the
Mayor, having declared such emergency and necessity to exist, having
requested the suspension of the Charter rule and that this ordinance take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED this the delay of April, 1975.

For the reasons set forth in the emergency clause of the foregoing
ordinance; a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
