A RESOLUTION
FINDING THAT IT IS IN THE BEST INTEREST OF THE
CITY OF CORPUS CHRISTI TO ENCOURAGE THE DEVELOP-
MENT OF A NEW LOCAL STATION OF SPANISH PROGRAMMING
AND FINDING THAT THE PLANS OF THE CATV FRANCHISE
HOLDER TO IMPORT STATIONS FROM MEXICO ARE CONTRARY
TO THIS INTEREST; INSTRUCTING THE CITY MANAGER TO
SO INFORM THE FEDERAL COMMUNICATIONS COMMISSION
AND THE FRANCHISE HOLDER; AND DECLARING AN EMERGENCY.
WHEREAS, the Federal Communications Commission has before it
the application of Athena Cablevision, Inc., the CATV franchise holder,
to add Channel 28 to their cable carriage; and
WHEREAS, Telecorpus, Inc. KORO -TV, a locally owned company,
has been founded to bring a Spanish station to Corpus Christi; and
WHEREAS, it is to the community's best interest to have a
local Spanish - speaking station because:
(1) The facility would bring to Corpus Christi the
distinction of being the first minority -owned
television station in the United States;
(2) It is locally owned and as such would contribute
to the local economy and well -being of the community;
(3) As the first local Spanish - language station in the
area, the broadcasting of news and other programming
in the native language would be enthusiastically
received by the Spanish - American population,
comprising over 45% of the total population in the
area, as well as others interested in the culture
of the Spanish speaking people;
(4) Current topical and informational programs would be
made available to the viewing public in the Corpus
Christi area and surrounding counties.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That the City Council finds it in the best
interest of the City to encourage the development of a new local station
with Spanish programming;
SECTION 2. BE IT FURTHER RESOLVED that the City Manager be
instructed to inform the Federal Communications Commission and the CATV
franchise holder that the said CATV franchise holder's plans to import
stations from Mexico for the purpose of providing additional Spanish

programming is contrary to the best interests of the City and its citizens.
SECTION 3. The necessity to encourage development of a new
local station to carry Spanish programming creates a public emergency and
an imperative public necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the date of its
introduction but that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor having declared such
emergency and necessity to exist, and having requested the suspension of
the Charter rule and that this resolution take effect and be in full force
and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; 1, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
