HomeMy WebLinkAbout12624 RES - 05/28/1975e MLM:jkh:hb:5 /28/75:lst A RESOLUTION DESIGNATING THE HOUSING AUTHORITY OF THE CITY OF CORPUS CHRISTI AS THE PUBLIC HOUSING AGENCY RESPONSIBLE FOR CARRYING OUT FUNCTIONS NECESSARY TO IMPLEMENT AND ADMINISTER THE HOUSING ASSISTANCE PAYMENTS PROGRAM UNDER TITLE II, SECTION 8, OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974; AND DECLARING AN EMERGENCY. WHEREAS, the Housing and Community Development Act of 1974 provides for assistance to low and moderate income families; and, WHEREAS, Title II of the aforementioned Act provides for housing' assistance payments to eligible applicants who have been determined to be in need of decent, safe and sanitary housing; and, WHEREAS, the City of Corpus Christi has filed a housing assistance plan with the U. S. Department of Housing and Urban Development which certifies the need for such housing in the City of Corpus Christi; and, WHEREAS, the U. S. Department of Housing and Urban Development has allocated $711,000 to the City of Corpus Christi which should provide housing assistance payments for approximately 368 families; and, WHEREAS, the law requires that a public housing agency be designated and be responsible for issuing to eligible lower income and very low income families a "certificate of family participation" and other administrative duties; and, WHEREAS, the designated Public Housing Agency must have con- siderable experience in the management of public housing including the screening of applicants; and, WHEREAS, the designated Public Housing Agency must actively advertise for and seek out eligible applicants and home owners who may participate in the program, contact known or potential home owners and applicants to invite their participation, establish a list of available housing potentially eligible for this use and contact the respective owners to encourage participation, and do all in its power to insure the success of this program: 6 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: 12624 Q SECTION 1. That the City Council of the City of Corpus Christi hereby requests and designates, conditioned upon approval of the Housing Authority, the Housing Authority of the City of Corpus Christi as the Public Housing Agency responsible for carrying out the functions necessary to implement and administer the housing assistance payments program under Title II, Section 8 of the Housing and Community Development Act of 1974, for the City of Corpus Christi. SECTION 2. The necessity to designate at the earliest practicable date the Housing Authority of the City of Corpus Christi as the Public Housing Agency responsible for carrying out the functions necessary to implement the aforesaid program creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this resolution take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the ,2f day of 1975.
