AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO APPLY FOR STATE
ASSISTANCE AND TO SUBMIT SUCH INFORMATION AS MAY
BE NECESSARY AND REQUIRED TO CONTINUE THE BARRICADING
COORDINATOR AND PROGRAM FOR THE CITY OF CORPUS CHRISTI,
AS SET FORTH IN THE APPLICATION, A SUBSTANTIAL COPY OF
WHICH IS ATTACHED HERETO, MARKED EXHIBIT "A ", AND MADE
A PART HEREOF; AUTHORIZING THE CITY MANAGER TO EXECUTE
ALL DOCUMENTS NECESSARY TO CONTINUE THE PROGRAM IF AND
WHEN APPROVED; AND DECLARING AN EMERGENCY.

SECTION 1. THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED TO
APPLY FOR STATE ASSISTANCE AND TO SUBMIT SUCH INFORMATION AS MAY BE NECESSARY
AND REQUIRED TO CONTINUE THE BARRICADING COORDINATOR AND PROGRAM FOR THE
CITY OF CORPUS CHRISTI, AS SET FORTH IN THE APPLICATION, IN SUBSTANTIALLY
THE FORM ATTACHED HERETO, MARKED EXHIBIT "A ", AND MADE A PART HEREOF.
SECTION 2. THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED TO
EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO CONTINUE THE BARRICADING PROGRAM
IF AND WHEN APPROVED.
SECTION 3. THE NECESSITY TO AUTHORIZE THE CITY MANAGER TO MAKE
APPLICATION FOR STATE ASSISTANCE AND TO DO SUCH THINGS AND TO EXECUTE DOCU-
MENTS AND INSTRUMENTS NECESSARY TO CONTINUE THE AFORESAID PROGRAM CREATES A
PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION
OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON
THE DATE OF ITS INTRODUCTION BUT THAT SUCH ORDINANCE OR RESOLUTION SHALL BE
READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING
DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE
SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE TAKE EFFECT AND BE IN
FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED,

METHOD OF EVALUATION
(1) Number of traffic accidents in construction area before and after program
initiation.
(2) Inventory of existing standard barricades and signs.
(3) Degree of administration and public acceptance.
(4) Traffic flow studies of work areas.
(5) Workmen's comments regarding the following:
(a) Their safety.
(b) Traffic hindrance to their job.
(c) Traffic obedience to regulations governing work areas.
(6) Contractors' comments by way of standard questionnaire.
Statement of Work:
Employ full -time Engineer to develop and implement program. Responsibilities
will .includer
(Z) Continue barricading sessions to further acquaint all individuals dealing
with traffic control in work areas with the Manual;
(2) Complete implementation of all guidelines and requirements of new Manual;
(3) Evaluate and study all proposed barricading layouts of all projects i.nitie
in the city which affect traffic;
(4) Maintain close supervision of work sites for compliance;
(5) Collect evaluation data regarding accident data, traffic flow studies in
work sites and contractors' comments;
(6) Further implement standard barricades and signs;
(7) Develop system of informing the public about the location and time of work
sites to further limit unnecessary traffic work areas;
(8) Compile a project notebook complete with history of project, goals, achiev
ments and results;
(9) Attend all pre - construction meetings for upcoming work projects. Represen
City in Highway Department Pre- construction Meetings;
(10) Furnish Manuals and information to all interested individuals or organiza-
tions.

VI_ CLEAN AIR ACT COMPLIANCE:
For all grants in excess of $100,000, the recipient agrees
to comply with all applicable standards, orders or regulations
issued pursuant to the Clean Air Act of 1970. Violators shall
be reported to OTS and the Regional office of the Environmental
Protection Agency_
