AN ORDINANCE
, AS AMENDED, SECTIONG1, SUBSECTION (b) 8127 BY SUBSTITUTINGBNEW SALARY
SCHEDULES, EFFECTIVE AUGUST 4, 1975; AMENDING SECTION
2, SUBSECTION (b) BY CHANGING THE NUMBERING OF PARA-
GRAPHS NO. (7) AND (8) TO (8) AND (9I AND BY ADDING A NEW
PARAGRAPH NO. Q )TO PR VIDE FOR ADVANCEMENT IN CERTAIN
SALARY GRADES AND LIMITING STEP INCREASES; AMENDING
SECTION 5, SUBSECTION (b) BY INCREASING THE MONTHLY
EDUCATIONAL INCENTIVE PAY FOR FIRE AND POLICE SERIES;
AMENDING SECTION 5, SUBSECTION (b) BY CHANGING THE
NUMBERING OF PARAGRAPH 2 TO PARAGRAPH NO. 3,AND
BY ADDING A NEW PARAGRAPH NO. 2 TO PROVIDE AN ADDI-
TIONAL PROVISION CONCERNING EDUCATIONAL INCENTIVE
PAY FOR FIRE AND POLICE SERIES; AMENDING SECTION 7,
SUBSECTION ONH7, SUBSECTION THEREOF
SO AS TO PROVIDE FOR OVERTIME RATE FOR BUS OPERATORS
OTHER THAN ON CHARTER RUNS FOR HOURS WORKED OVER 44
RATHER THAN 48 HOURS; AMENDING SECTION 8 SO AS TO
AMEND THE PROVISIONS RELATING TO COMPENSATION FOR
USE OF MOTORCYCLE OWNED BY POLICE OFFICERS AND FOR USE
OF PERSONALLY OWNED AUTOMOBILES IN THE CONDUCT OF CITY
AMENDING
SECTION CONCERNING C DING
OMPENSATION
FOR SALARIED EMPLOYEES WORKING ON HOLIDAYS; AMENDING
SECTION 10, SUBSECTION (a), THE FOURTH PARAGRAPH THEREOF,
CONCERNING VACATION LEAVE; AMENDING SECTION 10,
SUBSECTION (e), ITEM (1), CONCERNING SPECIAL LEAVE PERIODS,
NOT TO EXCEED 30 CALENDAR DAYS; AMENDING SECTION 10,
SUBSECTION (e), ITEM (2), CONCERNING SPECIAL LEAVES OF
ABSENCE AUTHORIZED BY THE CITY MANAGER, NOT TO EXCEED
90 CALENDAR DAYS IN ANY ONE YEAR; PROVIDING A SEVERANCE
CLAUSE; PROVIDING AN EFFECTIVE DATE; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That Ordinance No. 8127, as amended, Adopting and
Providing for the Administration of the Compensation_ Plan, be amended by
amending Section 1, Subsection (b),by substituting a new Salary Schedule,
to become effective August 4, 1975.
SECTION 2. That Section 2, Subsection (b), be amended by numbering
the present paragraphs numbered (7) and (8) as (8) and (9), and adding a
new paragraph (7), to hereafter read as follows:
"(7) To recognize labor market conditions or outstanding performance
when recommended by the department administrator and the Personnel Department,
the City Manager may approve advancement in salary of any position in. grades
20 through 24 to any step of the salary grade provided that such advancement
be limited to not more than one step in any one year for any employee. No
employee may receive more than two such step advancements under this provision."

SECTION 3. That Section 5, Subsection (b), item (1),be amended
to hereafter read as follows:
n(1) All employees in the Fire and Police Series shall be eligible
for educational incentive pay at the monthly rate of $0.40 per month for
each academic hour satisfactorily completed provided that such hours are
applicable toward a degree in Police Science when employed in the Police
Division or in Fire Science when employed in the Fire Division. Approved
hours must include the core curriculum in Law Enforcement or other similarly
required curriculum in Fire Science. In no event will more than $28 per
month be paid without successful completion of the requirements and the
receipt of the Associate in Applied Science Degree, Police Science, or Fire
Science as applicable. If the employee is attending a four -year college,
he may meet this requirement by filing a copy of his certified degree plan
With the Director of Personnel, noting his expressed intent to obtain a
Bachelor's Degree in Police Science or Fire Science. All approved hours
above the Associate Degree in Fire or Police Science will be eligible for
educational pay at this rate up to an additional $20 per month, or a com-
bined total of $48 per month. Successful completion of the requirements
and receipt of a Bachelor's Degree in Police Science or Fire Science will
qualify the employee for a maximum of $50 per month."
SECTION 4. That Section 5, Subsection (b), item (2), be amended
so as to renumber said item (2) as item (3) and to add the following as
item (2), hereafter reading as follows:

educational incentive pay at the same rate up to an additional $8 per month.
Successful completion of the Master's Degree in Police or Fire Science will
qualify the employee for an additional $4 per month for a maximum combined
total of $12 on a Master's Degree."
SECTION 5. That Section 7, Subsection (a), be amended by deleting
therefrom the third sentence, which reads as follows: "Compensation for a
Position requiring an extended work week shall be in accordance with paragraph
(b), Section 5 of this Ordinance and such work week will be considered to
include all work required and authorized in excess of the normal hours of
work per week established for the position, and all call -back time after the
regular working day has concluded."
SECTION 6. That Section 7, Subsection (d), be amended by amending
the second sentence of the second paragraph thereunder to hereafter read
as follows: "Bus Operators will be paid overtime at the rate of one and
one -half times their regular rate for all hours worked over 44, with the
exception that Bus Drivers on charter runs shall be paid on a straight
time basis regardless of total hours worked."
SECTION 7. That Section 8 be amended by amending the first and
second paragraph following the mileage and allowance chart, said amended
paragraphs to hereafter read as follows:

"The use of a motorcycle owned by a Police Officer shall be
compensated according to the above schedule plus $50 per month.
"In cases of local need for travel with the use of a personally
owned automobile in the conduct of City business, the City Manager shall,in
lieu of the above, authorize a mileage allowance of $0.15 per mile for such
travel. All employees authorized to receive automobile reimbursement after
August 4, 1975, shall be reimbursed on a reported trip- mileage basis. All
employees already receiving standard schedule monthly automobile allowances
prior to August 4, 1975, may, at the discretion and approval of their depart-
mental administrator, continue to be paid such reimbursement or voluntarily
elect to be reimbursed on a reported trip - mileage basis. In the event this
voluntary election is made it shall be irreversible."
SECTION 8. That Section 9, Subsection (c), be amended by
amending the second sentence to hereafter read as follows: "Monthly salaried
employees in positions of grade 22 or below shall be compensated in addition
to their regular rate of pay for time worked on a holiday, one and one -half
times the regular rate of pay, or, at the discretion of the division head,
such employee may be-granted compensatory time off at such time as the head
may designate, for required work on a holiday and be paid, in addition to
such time off, one -half times the regular rate of pay."
That the last sentence of Section 9, Subsection (c), be amended to
hereafter read as follows: "Compensation for temporary and part -time holiday
work will be on one and one -half times the straight time basis."
SECTION 9. That Section 10, Subsection (a), be amended by amending
the first sentence of the fourth paragraph to hereafter read as follows:
"Vacation leave credit may be accumulated without limit by all
employees and such leave may be granted in periods of not less than one day,
unless approved by the division head, and not more than 30 working days in -
any calendar year unless in connection with sick leave and /or work injury
leave; however, employees who regularly work 1/2 day on a sixth working day
of a week may take vacation in the amount of 1/2 day providing it is taken
concurrently with other days of authorized vacation leave."

SECTION 10. That Section 10, Subsection (e), be amended by
amending item (1) to hereafter read as follows:
"(1) In addition to leaves authorized above, a department head
may authorize an employee to be absent without pay for personal reasons for
Periods not to exceed 30 calendar days. Leaves without pay in excess of 30
calendar days and not exceeding one year shall require approval of the City
Manager."
SECTION 11. That Section 10, Subsection (e), be amended by amending
item (2) to hereafter read as follows:
"(2) The City Manager may authorize special leaves of absence
with pay for any period or periods not to exceed 90 calendar days in any
one year for the following purposes: attendance at college, university, or
business school for the purpose of training in subjects relating to the work
of the employee and which will benefit the employee and the City service;
serving on a jury or attending a court as a witness; and for purposes other
than the above that are deemed beneficial to the City service."
SECTION 12. If for any reason any section, paragraph, subdivision,
clause, phrase, word, or provision of this ordinance shall be held invalid
or unconstitutional by final judgment of a court of competent jurisdiction
it shall not affect any other section, paragraph, subdivision, clause, phrase,
word, or provision of this ordinance, for it is the definite intent of this
City Council that every section, paragraph, subdivision, clause, word,
phrase, or provision hereof be given full force and effect for its purpose.
SECTION 13. The effective date of the above changes shall be
August 4, 1975.
SECTION 14. The fact that there is a need to maintain at all
times an efficient administration of City affairs creates a public emergency
and an imperative public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the date of
its introduction but that such ordinance or resolution shall be read at
three several meetings of the City Council, and the Mayor having declared
such emergency and necessity to exist, and having requested the suspension

of the Charter rule and that this ordinance be passed finally on the date
Of its introduction and take effect and be in full force and effect from
and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the,3 �day of

BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
