A RESOLUTION
EXPRESSING THE INTENTION OF THE CITY TO
CONTINUE THE PLANNING AND RESEARCH UNIT
IN THE POLICE DEPARTMENT AND TO PROVIDE
THE NECESSARY FUNDS FOR SUCH OPERATIONS
UPON THE EXPIRATION OF THE GRANT FROM THE
CRIMINAL JUSTICE COUNCIL; AND DECLARING
AN EMERGENCY.
WHEREAS, the City Council on July 3, 1974, enacted
Ordinance No. 12149, authorizing submission of a grant applica-
tion to the Criminal Justice Council for funding of a Planning
and Research Unit in the Police Department of the City of Corpus
Christi, said project to be funded from October 1, 1974 through
September 30, 1976; and
WHEREAS, the City Council desires to declare its intention
to continue the program upon the expiration of the funding
by the Criminal Justice Council:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council hereby declares its
intention to continue the Planning and Research Unit in the
Police Department, heretofore funded by the Criminal Justice
Council, said funding to expire on September 30, 1976, and in
this connection intends to provide the funds necessary for the
continuation of the aforesaid program in the amount of approxi-
mately $30,000, for a period of one year,
SECTION 2. The necessity to declare the intention of the
City of-Corpus Christi to continue the Planning and Research
Unit in the Police Department upon the expiration of funding
on September 30, 1976 by the Criminal Justice Council creates
a public emergency and an imperative public necessity requiring
the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three several
meetings of the City Council, and the Mayor having declared such

emergency and necessity to exist, and having requested the sus-
pension of the Charter rule and that this resolution be passed
finally on the date of introduction and take effect and be in
full force and effect from and after its passage, IT IS ACCORDINGLY
SO RESOLVED, this the 4C1;1 day of October, 1975.

SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
