HomeMy WebLinkAbout12878 ORD - 10/29/1975• vp:10/28/75:1st • AN ORDINANCE AUTHORIZING APPLICATION FOR FINANCIAL ASSISTANCE FROM THE BUREAU OF OUTDOOR RECREATION THROUGH THE TEXAS PARKS & WILDLIFE COMMISSION FOR THE DEVELOP- MENT OF FLOUR BLUFF PARK FOR PUBLIC OUTDOOR RECREA- TION PURPOSES; CERTIFYING THE ELIGIBILITY OF THE CITY OF CORPUS CHRISTI TO RECEIVE FINANCIAL ASSISTANCE, DESIGNATING THE CITY MANAGER AS RESPONSIBLE OFFICER FOR THE PROJECT, AND DESIGNATING THE FINANCE DIRECTOR AS FISCAL OFFICER FOR THE PROJECT; AND DECLARING AN EMERGENCY. WHEREAS, the City of Corpus Christi is a municipal corporation, a home rule city and a political subdivision of the State of Texas, and is authorized by Article 6081r, V.A.C.S., Bureau of Outdoor Recreation through the Texas Parks & Wildlife Commission for financial assistance in developing public outdoor recreation areas; and WHEREAS, the City Council desires to designate the City Manager as the responsible officer for the City for the project; and WHEREAS, the City Council desires to designate the Director of Finance of the City of Corpus Christi as the fiscal officer for the project: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That it is hereby determined that the City of Corpus Christi is eligible to receive Federal financial assistance from the Bureau of Outdoor Recreation through the Texas Parks & Wildlife Commission for the development of Flour Bluff Park for public outdoor recreation purposes. SECTION 2. That the City Manager of the City of Corpus Christi is hereby designated as the responsible officer for the City for the afore- said project, said office now being held by R. Mervin Townsend. SECTION 3. There is hereby designated as fiscal officer for the City for the said project the Director of Finance of the City of Corpus Christi, which office is presently held by Harold F. Zick. SECTION 4. That the Flour Bluff Park is hereby designated for public outdoor recreational purposes. SECTION 5. The necessity and urgency for immediate application for Federal financial assistance from the Bueau of Outdoor Recreation through the Texas Parks & Wildlife Commission as authorized by Article 6081x, V.A.C.S., 12878 as promptly as possible creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the Suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the off ay of October, 1975• ATTEST: CiW Secretary MAYOR THE CITY OF CORPUS CHRISTI, TEXAS APPROVED: ��j O DAY OF OCTOBER, 1975: /Gkity Attorney c CORPUS CHRISTI TEXAS DAY Or , j 9-7-1_ TO THE MfE08ERS OF THE CITY COUNCIL CORPUS CHRISTI, TEXAS FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE reRE001NG ORDINANCES A PUBLIC EMERGENCY AMC IMPERATIVE NECESSITY EXIST FOR THE SUSPEN- SION Or THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL) 1, THEREFORE REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI- NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL.
