HomeMy WebLinkAbout13029 ORD - 02/11/1976JKH:oc:2 /9/76 • • 1st AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH NUECES COUNTY FOR THE CONTINUATION OF THE PROGRAM FOR THE ELDERLY OUTSIDE THE CITY LIMITS OF CORPUS CHRISTI, THE CONTRACT TO PROVIDE FOR COUNTY FUNDS IN THE AMOUNT OF $51,000 TO BE USED IN CONTINUATION OF ACTIVITIES SUCH AS TRANSPORTATION, OUTREACH, REFERRAL AND FOLLOW -UP, INFORMATION, RECREATION, AND SOCIAL SUPPORTIVE SERVICES, FOR A PERIOD OF ONE YEAR, BEGINNING MARCH 1, 1976, AND ENDING FEBRUARY 28, 1977, ALL AS MORE FULLY SET FORTH IN THE CONTRACT, A SUBSTANTIAL COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF, MARRED EXHIBIT "A "; AUTHORIZING THE' CITY MANAGER TO EXECUTE ALL RELATED AND NECESSARY CONTRACTS, AMENDMENTS AND OTHER DOCUMENTS REQUIRED IN THE ADMINISTRATION AND IMPLEMENTATION OF THE AFORESAID PROGRAM; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be and he is hereby authorized to execute a contract with Nueces County for the continu- ation of the Program for the Elderly outside the city limits of Corpus Christi, the contract to provide for County funds in the amount of $51,000 to be used in continuation of activities such as transportation, outreach, referral and follow -up, information, recreation, and social supportive services, for a period of one year, beginning March 1, 1976, and ending February 28, 1977, all as more fully set forth in the contract, a substantial copy of which is attached hereto and made a part hereof, marked Exhibit "A ". SECTION 2. That the City Manager be and he is hereby authorized to execute all related and necessary contracts, amend- ments and other documents required in the administration and imple- mentation of this program. SECTION 3. The necessity to authorize execution of the aforesaid contract and such other necessary and related contracts, amendments and other documents as may be necessary for the adminis- tration and implementation of the program aforesaid creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall 13029 • • be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the day of February, 1976. ATTEST: /�,D-AY�pO�F� FEBRUARY, 1976: 'C &SST City Attorney MAYOR THE CITY OF CORPUS CHRISTI, TEXAS • • STATE OF TEXAS X COUNTY OF NUECES X WHEREAS, the City of Corpus Christi currently has funded a program for serving senior citizens of the City by providing transportation, outreach, referral, information, recreation and social services; and, WHEREAS, another provision of this program provides nutritional services on a county -wide basis; and, WHEREAS, many %senior citizens live in Nueces County but outside the corporate limits of .Aie City of Corpus Christi; and, WHEREAS, the County of Nueces, Texas, is desirous of continuing a senior citizen program extended county -wide; and, WHEREAS, said services will include, but not be limited to, transportation, outreach, referral, information, recreational and social services in addition to the aforementioned nutrition services, in accordance with the terms and conditions of this contract. PROGRAM PARTICIPATION ................7 BUDGET .......... ..............................9 0 0 INTRODUCTION For the past three years the City's Senior Community Services program has been able to broaden its scope and content in aging programming, not only within the City of Corpus Christi but Nueces County. Due to the Title VII nutrition program, some activities which included nutrition were originally established in the western part of the county. Due largely to the county's participation, through Revenue Sharing, services have been expanded at a level comparable to that of the City's programs. This document is presented to the County for a twelve -month period in order that the Senior Community Services program can continue its operation of supportive services and be able to continue to provide a comprehensive overall program for the elderly. PLAN FOR THE PROJECT The purpose for these funds is to maintain the level of services which have already begun in the Robstown area and to improve the quality of service to the elderly in this area. A. OBJECTIVES 1. Maintain the operation of a multi- purpose senior center in the City of Robstown. The City of Robstown has assisted in pro- viding apace in a building which is used as a multi- purpose center by the Senior Community Services program. The County in turn assisted in its renovation. 2. Maintain appropriate staff with equipment so as to provide the necessary programs, services and activities for the elderly. 3. Maintain and improve present services such as transportation, outreach, referral, follow -up, recreation, nutrition, and other vital supportive services. -1- • . B. ADMINISTRATION The conduct and administration for the program would be as follows: The operation of the program in the Robstown area would fall under the responsibility of the Senior Community Services Director and ad- ministrative staff. 1. Senior Community Services Director - This person is responsible for the overall operation of the program and the services it provides. This person is directly responsible to the Director of the.Depart- ment of Planning and Urban Development. 2. Outreach Supervisor - This person is responsible for the direct supervision of all outreach workers whose responsibility is that of providing outreach, referral, follow -up and information services. This person schedules training and provides proper guidance to the staff in the performance of their duties. 3. Nutrition Program Coordinator - This person is responsible for co- ordinating the operation of the nutrition program. This includes providing one well balanced meal per day five days a week, fifty -two weeks a year. Directs staff to guarantee delivery of meals to all congregate meal sites. 4. Recreation Supervisor - This person is responsible for developing and maintaining recreational activities in each of the senior cen- ters presently operating. This person seeks out, recruits and trains volunteers in order to carry out recreational activities in which the elderly want to and are interested in participating. 5. Community Service Officer - This position, funded by the Comprehen- sive Employment and Training Act (CETA) program, has as its respon- -2- • • sibility the development and maintenance of an effective transpor- tation system which includes Robstown. This person's function is to maximize the use of all transportation equipment at the lowest possible cost. C. STAFF The twelve -month budget reflected contains one less staff position as compared to the previous twelve month period. Due to increased salary levels the position of receptionist has been deleted. 1. Three Outreach Workers - These persons provide outreach, referral, follow -up and information services. They assist in the center's activities as well as serving as congregate meal site aides. They may, from time to time, home deliver meals to the elderly. 2. One Bus Operator - This person is responsible for providing transportation to the elderly to such places as the elderly may need to go. These places may include doctor's appointments, grocery store, drug store, resource agencies, to the senior center and elsewhere. The bus operator also is responsible for the delivery of meals to several areas outside the City of Robstown as well as home delivered meals. 3. One Janitor - This person is responsible for maintaining the center area and equipment clean and sanitary and providing whatever other assistance deemed necessary. This position is a 30 -hour position. -3- D. ACTIVITIES 1. Transportation - This service provides transportation for the elderly to and from the senior center, grocery and drug stores, food stamp center, Social Security Office, doctor's offices and anywhere else they may need to go. Initially, one bus provided this service. As a result of the County's participation, one other bus and driver has been added to expand this service. A two -way communication system will be added to all buses including these two to help coordinate and operate the system. 2. Outreach - The staff provide outreach services which serve to seek out and identify the isolated elderly. The staff's function is to encourage participation by providing motivation so as to reduce isolation among the elderly. 3. Referral /Follow -Up - The outreach staff, after making a needs assessment on an elderly person, make proper referrals. These referrals include Senior Community Services' own programs as well as other resource agencies. Follow -up is provided on each person referred by the outreach workers to insure proper dispo- sition of cases. 4. Information - Senior Community Services presently publishes a newsletter entitled Senior Serviceline which is in both English and Spanish. The distribution is approximately 6,200 which includes about 1,200 elderly persona outside the city limits of Corpus Christi. 5. Nutrition - As a result of the Title VII nutrition program, Senior Community Services has increased the number of meals to some 200 -4- • • daily in the Robstown and surrounding areas. Part of these meals are provided in clarkwood, Bishop, Agua Dulce and Banquette. The nutrition program provides for a ketchen and a full complement of staff to carry this out. 6. Recreation - The center, with proper equipment, provides a place for companionship and fellowship. The equipment available enables elderly persons to participate in such activities as arts, crafts, ceramics, leatherwork, knitting, crocheting, cards, billiards, dominoes, bingo, dancing, reading and /or any activity the elderly voice a need and interest for. Center participants are able to participate an monthly tours and activities sponsored by Senior Community Services. These have included the following; 1) Fishing trip in the bay. 2) Sightseeing trip in the bay, 3) Astrodome - Astroworld trip. 4) Brownsville Zoo trip. 5) Austin - LBJ Library, Governor's Mansion and State Capitol Building trip. 6) Senior Citizens Fair. 7) Nuevo Laredo trip. It is anticipated that these trips will continue once the weather improves. These activities are readily available to persons who actively participate in the centers and offer an opportunity for the elderly to become more mobile and motivated, in short, more involved in life. 7. Social- Supportive Services - Other assistance provided through the centers includes counseling, education, direct assistance by resource agency representatives, telephone reassurance, home visitation and other similar services. -5- E. CHARACTERISTICS OF THE AGED There are approximately 3,000 elderly persons 60 years of age or older that could benefit from this program. Of this number, approximately 37 percent, or 1,139 elderly, are considered to be living under the poverty guidelines as based on the 1970 census of Population and Housing. F. BUDGET NARRATIVE The budget included provides for a twelve -month operation from March.l, 1976, through February 28, 1977. Staff included are as follows: Outreach Workers 1) Mrs. Cora M. Upshaw 2) Mrs. Jessie M. Dugan 3) Mrs. Louise T. Garrett Bus Operator 1) Mr. Santiago B. Herrera Janitor 1) Mrs. Ernestina Hinojosa Grade levels are those in the City Compensation and Classifi- cation Code. The budget reflects a possible 10 percent cost of living increase during the period of August 1, 1976 through February 28, 1977. As a result of this, staff was reduced to enable program costs to comply with the amount specified by the county's revenue sharing budget. -6- y;, G. PROGRAM PARTICIPATION In order to give some insight on the level of participation, below are the major services provided and the average number of persons served each month. 1. Outreach Services - Outreach services are designed to seek out the isolated elderly, identify needs and provide the necessary information and referral to help alleviate those needs. An average of 20 older persona are being served each month. 2. Information /Referral - Once the outreach has been done and the needs have been determined, necessary information and referral is provided so as to help alleviate those needs. This involves providing information relative to existing resources older persons may not be taking advantage of. This service is provided by outreach workers as well as the receptionist. It is provided by personal contact as well as through the phone. The average monthly number of older persons served is 112. The Newsletter which is a major source of information is published monthly and is bilingual. Present distribution outside the city limits of Corpus Christi is about 1,200 persons. 3. Follow -Up Services - When an older person is referred, follow -up services are provided where appropriate to determine the outcome of the referral. This enables the staff to determine whether or not the person was helped. -7- Follow -up services are provided to a monthly average of 15 older persons. 4. Recreation - Recreational activities involve a multitude of areas of interest that include sewing, knitting, crocheting, billiards, cards, dominoes, dances, trips and other activities. The average monthly level of participation is about 815 older persons. 5. Transportation - Transportation services are provided by two sources. One source is two mini -vans which transport older persons to doctors, grocery shopping; to the center for recreation and nutrition. Department of Public Welfare medical transportation services are also provided. The other source is provided by the outreach workers for participants needing more personalized help or who are unable to get into the vans due to physical reasons. The average monthly number of older persons served is 200. 6. Nutrition - The nutrition program provides one balanced meal per day to older persons who are 60 years of age or older. Meals are served in a congregate setting in Robstown with meal deliveries in Agua Dulce, Banquete, Driscoll and Bishop. The total budget for the twelve month period beginning March 1, 1976, shall be $51,000. The City agrees to bill and the County agrees to pay for services rendered hereunder on a monthly basis in accordance with the budget. It is mutually understood and agreed by the parties hereto that the City shall have control of the employees hired hereunder and for the adminis- tration of the program. The County participation is the funding of the program for those areas outside the corporate limits of the City of Corpus Christi which areas would not receive the services provided herein but for said funding. The County reserves the right to cancel this agreement by giving the City thirty days written notice. In the event of such cancellation the County agrees to assume rent payments under any contract previously entered into with the approval of the County.
