Burleigh served as Area Engineer for the Bureau of Reclamation throughout the early stages of the development of the Choke Canyon Reservoir project from 1962 until 1971; and WHEREAS, Mr. Burleigh then served as Executive Director of the Texas Water Development Board until his retirement on December 31, 1975; and WHEREAS, Mr. Burleigh's steadfast support of the Choke Canyon project and his untiring leadership toward its accomplishment have brought it much closer to reality; and WHEREAS, the City Council of the City of Corpus Christi is desirous of recognizing the contribution, assistance, guidance, and leadership provided by Mr. Burleigh; and WHEREAS, the City Council feels it appropriate to honor Mr. Burleigh by presentation of an honorary citizenship, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI: SECTION 1. The City Council hereby expresses its appreciation for the contribution, assistance, guidance, and leadership provided by Mr. Harry P. Burleigh in connection with the Choke Canyon Dam Project. SECTION 2. Mr. Harry P. Burleigh is hereby made an honorary citizen of the City of Corpus Christi, Texas. SECTION 3. The City Secretary is hereby instructed to forward a true copy of this Resolution to Mr. Burleigh. SECTION 4. The fact that the citizens of the City of Corpus Christi are appreciative of the valuable assistance provided by Mr. Burleigh in connection with the Choke Canyon Dam Project and the City Council, as the elected representa- tives of the citizens of the City of Corpus Christi, desire to convey heartfelt appreciation to Mr. Burleigh creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having 1 U05 requested the suspension of the Charter rule and that this Resolution be passed finally on the date of its introduction and take effect and be in full force from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the A day of March, 1976.
