HomeMy WebLinkAbout13126 RES - 04/07/1976A RESOLUTION INVITING THE CITY OF SANTA CRUZ, SPAIN, TO BECOME A SISTER -CITY OF THE CITY OF CORPUS CHRISTI, TEXAS, AND CONVEYING THE WARMEST REGARDS AND DEEPEST FRATERNAL SENTIMENT OF THE PEOPLE OF CORPUS CHRISTI TO THE PEOPLE OF SANTA CRUZ; AND DISPENSING WITH THE CHARTER RULE OF THREE READINGS OF A RESOLUTION. WHEREAS, President Dwight D. Eisenhower instituted, and Presidents John F. Kennedy, Lyndon B. Johnson, Richard M. Nixon and Gerald Ford encouraged the "People -to- People Program" of the United States to achieve greater friend- ship and understanding among the people of the United States and those of other countries; and WHEREAS, to implement this program the City of Corpus Christi, among others, has been urged by the Town Affiliation Association, to affiliate, as a sister -city, with a city or cities of similar characteristics and mutual interests in another nation; and WHEREAS, it is the finding of the City Council of the City of Corpus Christi that the great City of Santa Cruz is a city of similar characteristics, including coastal location, warm and sunny climate, a substantial tourist industry, and many other mutual interests relative to Corpus Christi; and WHEREAS, it is the finding of the City Council of the City of Corpus Christi that during this Bicentennial year it is particularly appro- priate to designate Santa Cruz, a city in Spain, as a sister -city in recog- nition of the contributions of the country of Spain to the development of the southwestern part of the United States; and WHEREAS, it is the finding of the City Council of Corpus Christi that the peoples of Santa Cruz and Corpus Christi cherish the tradition of freedom, share a glorious common heritage, hold the warmest mutual regards and the deepest fraternal sentiment one to another, and aspire to permanent, widespread friendship; and WHEREAS, it is the finding of the City Council of the City of Corpus Christi that enduring friendship and goodwill will be best promoted 11126 • • between Corpus Christi and Santa Cruz by establishment of a joint sister -city program: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. On behalf of the people of the City of Corpus Christi, the City Council of Corpus Christi, with great pleasure, hereby cordially invites the Government of the City of Santa Cruz, Spain, and the people of Santa Cruz, to become a Sister -City of Corpus Christi and cultivate and maintain the visits, communications, and exchanges that will build continuing goodwill, friendships, and respect between the peoples and their governments. SECTION 2. On behalf of the people of the City of Corpus Christi, the City Council of Corpus Christi hereby conveys to the Government of the City of Santa Cruz, and its people, the warmest regards and the deepest fraternal sentiment of the City of Corpus Christi and its people. SECTION 3. Copies of this Resolution shall be conveyed to the Mayor and Council of the City of Santa Cruz, the Town Affiliation Association, the United States Department of State, and the Embassy of Spain. SECTION 4. The necessity of communicating the findings and resolution for sister - cityship with the City of Santa Cruz at the earliest date in order to develop fully the people -to- people program of the City of Corpus Christi creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordi- nance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this Resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the 7th day of April, 1976.
