HomeMy WebLinkAbout13383 RES - 09/08/1976J . : jkh :9-7-76; lst A RESOLUTION ENDORSING THE APPLICATION OF THE YWCA TO THE STATE DEPARTMENT OF PUBLIC WELFARE TO ESTABLISH A SYSTEM OF AGENCY DAY HOMES AND ENCOURAGING THE OFFICE OF EARLY CHILDHOOD DEVELOPMENT OF THE TEXAS DEPARTMENT OF COMMUNITY AFFAIRS TO PROVIDE THE REQUIRED CASH MATCH; AND DECLARING AN EMERGENCY. WHEREAS, the Corpus Christi YWCAiproposes to establish a system of agency day homes to achieve various goals with respect to child care, including (1) care of children ranging in age from infancy to two (2) years, (2) after - school care of children, (3) availability of care on a flexible hour basis to accommddate those who are employed on a shift basis, and (4) care of children at various neighborhood locations having a high service need; and WHEREAS, administered by the YWCA, this child care system would be licensed by the State Department of Public Welfare; and WHEREAS, it is proposed that 15 child care homes will be certified during the first program year; and WHEREAS, the Office of Early Childhood Development of the Texas Department of Community Affairs has been requested to supply the YWCA with matching funds so that the YWCA may be enabled to enter into a contractwith the Department of Public Welfare: r NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council of the City of Corpus Christi hereby endorses the concept of child care centers as proposed to be established by the Corpus Christi YWCA. SECTION 2. The City Council of the City of Corpus Christi further hereby urges the Office of Early Childhood Development of the Texas Department of Community Affairs to furnish the matching funds requested by the Corpus Christi YWCA so that a contract may be executed between the YWCA and the Department of.Public Welfare to establish these needed child care facilities. SECTION 3. The City Secretary is hereby directed to provide a true copy of this Resolution to the Office of Early Childhood Development, the Department of Community Affairs, and the Department of Public Welfare. 13383 MICROFILMER JUN � 01980 1 r � SECTION 4. The need to establish adequate child care centers creates a public emergency and an imperative public necessity requiring the suspen- sion of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this resolution be passed finally on the date of its introduction and take effect and be in full force from and ter its passage, IT IS ACCORDINGLY SO RESOLVED, this the gtk day o , 1976.
