AN ORDINANCE
AUTHORIZING THE CITY OF CORPUS CHRISTI TO JOIN OTHER
CITIES IN THE CENTRAL POWER AND LIGHT SYSTEM IN THE _
COOPERATIVE EFFORT TO DETERMINE A FAIR AND REASONABLE
RATE FOR SAID UTILITY; APPROPRIATING AND REAPPROPRI-
ATING OUT OF THE NO. 102 GENERAL FUND THE SUM OF
$20,452.50 AS THE CITY'S CONTRIBUTION TO A COMMON
FUND PRO RATA ACCORDING TO POPULATION BASED ON THE
1970 FEDERAL CENSUS; AUTHORIZING THE CITY MANAGER
TO ACT FOR AND ON BEHALF OF THE CITY OF CORPUS
CHRISTI IN THE SELECTION OF AN EXECUTIVE COMMITTEE
TO DIRECT THE COMMON EFFORT, EMPLOY EXPERTS AND
ARRANGE FOR AND DIRECT PAYMENT OF EXPENSES INCURRED
IN THIS COMMON PROJECT; AND DECLARING AN EMERGENCY.
WHEREAS, Central Power and Light Company has presented to the
cities in South Texas served by it a request for rate increase; and
WHEREAS, proposal has been made that the cities so served by
said utility join in a cooperative effort to employ experts necessary to
make all determinations necessary to establish a proper and legal rate
for said utility, and to finance such effort by contributions to a common
fund base on the 1970 population of the participating cities; and

WHEREAS, it is estimated that an initial contribution of 10¢
per inhabitant of the participating cities will provide funds necessary
to commence said investigation and examination; and
WHEREAS, it is the opinion of the City Council of the City
of Corpus Christi, Texas that it is in the interest of this City and its
electric energy users of the City, that this City join other cities of
the CPL system in South Texas in this cooperative effort.
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City of Corpus Christi join other cities
in the CPL system in the cooperative effort to determine a fair and reason-
able rate for said utility.
SECTION 2. That there be, and is hereby authorized, a contri-
bution of 10i per inhabitant of this City according to the 1970 Federal
Census, as a beginning contribution, and thereafter there is authorized
such additional contributions to said common fund pro rata according to
population as may be determined by the executive committee hereinafter
provided for.

SECTION 3. That the City Manager be and he is hereby designated
to act for this City in the selection of an Executive Committee to direct
the common effort, employ experts and arrange for and payment of expenses
incurred in this common project.
SECTION 4. The urgent necessity for the City of Corpus
Christi to join other cities in this cooperative',�effort creates a public
emergency and an imperative public necessity requiring the suspension of
the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor having
declared such emergency and necessity to exist, having requested the
suspension of the Charter rule and that this ordinance take effect and
be in full force and effect from and geeter its passage, IT IS ACCORDINGLY
SO ORDAINED this the &tk day of 1976.

SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCILS I, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
