HomeMy WebLinkAbout13398 ORD - 09/15/1976JKR:vmr:9- 15- 76;lst AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO NONFINANCIAL COOPERATIVE AGREEMENTS FOR THE CITY, AS THE ADMINISTRA- TIVE UNIT OF THE COASTAL BEND MANPOWER CONSORTIUM, WITH THE FOLLOWING AGENCIES: (1) TEXAS SER JOB BANK, AND (2) INVOLVEMENT OF MEXICAN AMERICANS IN GAINFUL ENDEAVORS, INC. (IMAGE), AS MORE FULLY SET FORTH IN THE COORDINATION AGREEMENTS, A SUBSTANTIAL COPY OF EACH AGREEMENT BEING ATTACHED HERETO, MARKED EXHIBITS "A" AND "B" AND MADE A PART HEREOF; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY AND RELATED COORDINATION AGREEMENT MODIFICATIONS AND DOCUMENTS IN THE IMPLEMENTATION, CONTINUATION AND ADMINISTRATION OF THE AFORESAID COORDINATION AGREEMENTS; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be and he is hereby authorized to enter into nonfinancial cooperative agreements for the City of Corpus Christi, as the administrative unit of the Coastal Bend Manpower Consortium, with the following agencies: (1) Texas SER Job Bank (2) Involvement of Mexican Americans in Gainful Endeavors, Inc. as more fully set forth in the Coordination agreements, a substantial copy of each agreement being attached hereto, marked Exhibits "A" and "B ", and made a part hereof. SECTION 2. That the City Manager be and he is hereby authorized to execute all necessary and related coordination agreement modifications and documents in the immplementation, continuation, and administration of the afore- said coordination agreements. SECTION 3. The necessity to authorize execution of the aforesaid agreements, modifications, and other related documents in order that the program may continue without delay creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this ordinance MICROFILMED 13398 IJUN 3 01980 be passed finally on the date of its introduction and take effect and be in full force and effect from and after s passage, IT IS ACCORDINGLY SO ORDAINED, this the day of , 1976. Prime Sponsor and State Services Contractor This coordination agreement is entered into this 27th day of _ August , 19 76 , by and between the city of as ._the administrative arm of the Coastal Bend M2nnower Consortium, hereafter referred to as C.E.T..A. Program Operator and /or Prime Sponsor, and IMAGE. Inc. hereafter referred to as State Services Contractor. I. Statement of Purpose This agreement is entered into in order to establish a coordinating link between the C.E.T.A. Program Operator or Prime Sponsor and the State Services Contractor so that maximum service may be rendered to client or target group and duplication of service may be minimized. The State Services Contractor has been approved for funding through a Comprehensive Employment and Training Act (C.E.T.A.) Services contract funded by the Texas Department of Community Affairs. II. The two parties to this agreement agree to coordinate their services and resources in the following manner: A. OUTREACH AND INTAKE IMAGE, Inc. will develop youth seminars in the prime sponsorship areas and agrees to recruit and enroll eligible youth participants according to C.E.T.A. guidelines and the prime sponsor agrees to provide imput in the development of such seminars as deemed necessary by the prime sponsor. IMAGE, Inc. will report to the prime sponsor the results of these seminars as well as the number of participants for the information of the prime sponsor. B. REFERRAL To prevent duplication 'of client service's, IMAGE, Inc. will assure the prime sponsor that eligible personnel hired to assist in the development of the youth seminars will not be enrolled in any other C.E.T.A. funded project. C. COUNSELING None Applicable. a D. SUPPORTIVE SERVICES IMAGE, Inc. will perform the following services for all IMAGE Chapters and for any other program if requested: 1. Technical Assistance - administrative, program- matic and fiscal areas. 2. Training of board of directors. 3. Staff training in counseling and programmatic areas. 4. Development of youth seminars in the area of • youth employment. 5. Fund seeking and proposal writing assistance. 6. Monitoring and evaluation. This coordination agreement, with any subsequent mutually agreeable modifications, shall remain in effect for the duration of State Services Contractor's FY 76 contract with TDCA. Counseling - contractor will counsel participants who have problems and needs and draw up an employability development plan for each participant. Inform the parti- cipants of the services offered by local manpower programs (C.E.T.A., etc.) and other state, county and local agencies. 3, Referral - contractor will refer the participant to an agency, program, institution, organization, corporation, or individual that will present the participant with a realistic solution to his /her problem or needs.
