AN ORDINANCE
AMENDING THE CODE OF ORDINANCES, CITY OF CORPUS CHRISTI,
1976 REVISION, BY AMENDING SECTION 13 -2, AMENDMENTS TO
THE BUILDING CODE, BY REPEALING SUBSECTION 2101.11 IN
ITS ENTIRETY; ADDING TO CHAPTER 53, ARTICLE VI, STANDING
AND PARKING, DIVISION 4. PARKING METERS, A NEW SECTION
TO BE NUMBERED 53 -195, TO PROVIDE FOR COVERAGE OF PARKING
METERS FOR USE OF CONTRACTORS FOR CONSTRUCTION OR REPAIR
OF BUILDINGS WHICH, UNDER THE BUILDING CODE, DO NOT
REQUIRE ERECTION OF BARRICADES OR BARRIERS, AND BY ADDING
A NEW SECTION TO BE NUMBERED 53 -196, TO PROVIDE FOR
RENDERING CURB SPACE UNUSABLE AS RESULT OF ERECTION OF
BARRICADES DURING CONSTRUCTION OR REPAIR OF BUILDINGS;
REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING FOR
SEVERANCE; AND PROVIDING FOR PUBLICATION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the Code of Ordinances, City of Corpus Christi,
1976 Revision, be and the same is hereby amended by amending Section 13 -2,
Amendments to the Building Code, by repealing Subsection 2101.11 in its
entirety.
SECTION 2. That Chapter 53, Article VI, STANDING AND PARKING,
Division 4, Parking Meters, be and the same is hereby amended by adding two
new sections, numbered Sections 53 -195 and 53 -196, to hereafter read as follows:
"Sec. 53 -195. Procedure for covering parking meters and establishing
charges during construction or repair of buildings.
When coverage of parking meters is provided for the express use of
contractors for the erecticn, construction or repair of buildings which,
under the Building Code, do not require the erection of barricades or barriers,
the following procedure and charges shall apply:
(1) There shall be a service charge of Five Dollars ($5) levied
against the contractor. Such charge will be used to offset the cost of
installing and maintaining meter covers and providing permits for contractors'
vehicles. This fee will be paid at the same time the request for meter space
is made. •
(2) In addition to the service charge of Five Dollars ($5), a
rental fee of Two Dollars ($2) per space per day up to a maximum of Twenty
Dollars ($20) per space per month will be charged the contractor. This rental

fee will be billed to the contractor on a monthly basis, and the contractor
will have 30 days from receipt of said bill to respond. Failure to respond
within the aforementioned time frame will render the parking privilege null
and void.
(3) At such time as the service charge provided for in
paragraph (1) above is paid by the contractor, permits will be issued for
those vehicles necessary to and part of the construction work. Generally,
the number issued will be equivalent to the number of spaces reserved;
however, additional permits may be issued when adequate justification is
demonstrated. These permits will be displayed on the windshield of the
vehicles, on the driver's side, at all times while utilizing reserved space.
Failure to follow this procedure will render the vehicle subject to a parking
violation ticket. Each permit will contain the following information:
(a) Signature of either Director of Traffic and
Transit or his appointed representative;
(b) Expiration date; and
(c) License number of the vehicle to which the
permit was issued.
(4) All payments for service charges or meter space rentals
shall be made payable to the City of Corpus Christi.
(5) Each request for meter coverage must be made at least 24
hours in advance of the time and date requested.
"Sec. 53 -196. Procedure for rendering curb space unusable; establish-
ing charges during construction or repair of buildings.
When curb space is rendered unusable as a result of the erection
of barricades for other uses in connection with construction, or the erection
of barricades or barriers in the public right -of -way during the erection,
construction or repair of a building or buildings, the following procedure and
charges shall apply:
(1) Subsequent to the request being made and when applicable,
there will be a service charge equal to the time and expenses required to
remove parking meter and meter pipe affected by such construction work.
This charge shall be payable in advance before any parking meter or meter
pipe is removed. Such charge shall be based on an estimate of time and expense
involved made by the Department of Traffic and Transit and in no event shall
be less than Twenty -Five Dollars ($25).

(2) In addition to the charges provided in paragraph (1) above,
there shall also be a charge of One Dollar ($1) per lineal foot of curb per
month rendered unusable. All such charges shall be on a monthly basis and
as such shall not be prorated.
All requests for such work as described above shall be made
no less than 24 hours before the date requested.
All payments shall be made payable to the City of Corpus
Christi:'
SECTION 3. All areas to be affected by the provisions of Sections
53 -195 and 53 -196 shall be defined as follows and as shown on the attached
map:
Beginning at the intersection of the centerlines of the westbound
lane of I.H. 37 with Southbound lane of Shoreline; proceeding southward
along such centerline to the intersection of the centerline of Coopers Alley;
then proceeding west along the centerline of Coopers Alley to the intersection
of the centerline of the extension of the centerline of North Upper Broadway;
then proceeding north along the centerline of North Upper Broadway to the
intersection of the centerline of Blucher Street; then proceeding west along
the centerline of Blucher Street to the intersection of the centerline of
North Carancahua Street; then proceeding northalong the centerline of North
Carancahua Street to its intersection with the centerline of Comanche Street;
then proceeding west along the centerline of Comanche Street to its inter-
section with the west most right -of -way line of Tancahua Street; then pro-
ceeding north along such right -of -way line to its intersection with the
south most right -of -way line of Leopard Street; then proceeding west along
the south most right -of -way line of Leopard Street to its intersection with
the west most right -of -way line of Carrizo Street; then proceeding north
along the west most right -of -way line of Carrizo Street to its intersection
with the centerline of westbound lane of I.H. 37; then proceeding east along
the centerline of the westbound lane of I.H. 37 to the intersection of such
centerline with the centerline of the southbound lane•of Shoreline.

SECTION 4. That all ordinances in conflict herewith be and the
same are hereby repealed to the extent of such conflict.
SECTION 5. If for any reason any section, paragraph, subdivision,
clause, phrase, word, or provision of this ordinance shall be held invalid
or unconstitutional by final judgment of a court of competent jurisdiction it
shall not affect any other section, paragraph, subdivision, clause, phrase,
word, or provision of this ordinance, for it is the definite intent of this
City Council that every section, paragraph, subdivision, clause, phrase,
word, or provision hereof be given full force and effect for its purpose.
