A RESOLUTION
WHEREAS, the entire community of Corpus Christi has been singularly
honored by the elevation of Father Raymond J. Pena, D. D., first pastor of
Our Lady of Guadalupe Parish, Corpus Christi, Texas, as Auxiliary Bishop of
the Archdiocese of San Antonio, Texas; and
WHEREAS, Bishop Pena was born in Corpus Christi, Texas and his
parents, Cosme A. Pena and Elise Ramon dePena reside at 3933 MacArthur
Street, Corpus Christi, Texas; and
WHEREAS, Bishop Pena has given of his time and talent unstintingly
to various civic positions, such as Vice - President, Nueces County Child
Welfare Board, member Corpus Christi Economic Development Corporation,
member Goals for Corpus Christi Committee; member Board of Directors, Nueces
County MH -MR Community Center, as well as community oriented positions in '
church organizations: Director, Department for Mexican - American Affairs;
member National Committee Campaign for Human Development; member Board of
Directors, Southwest Regional Office for the Spanish Speaking;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI:
SECTION 1. That the Council congratulates Bishop Raymond J. Pena,
D. D. upon his appointment, commends Bishop Pena for his unselfish service
to the Corpus Christi civic community and wishes him well in his new career
as Auxiliary Bishop; and that a copy of this resolution, recorded in the
official Minutes and records of the City, be forwarded to Father Pena and
to his parents as a token of appreciation of the City Council for his services
to the community.
SECTION 2. The necessity to immediately express the City Council's
gratitude and appreciation to Father Pena creates a public emergency and an
imperative public necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the date of its
introduction but that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor having declared such

emergency and necessity to exist, and having requested the suspension of
the Charter rule and that this resolution be passed finally on the date
of its introduction and take effect and be in Hill force and effect from
and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the
day of November, 1976.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCES A PUBLIC EMERGENCY AMD IMPERATIVE NECESSITY EXIST FOR THE 3USPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS TH13 ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
