AN ORDINANCE
AUTHORIZING THE EXECUTION OF CHANGE ORDERS NO. 2
AND 3 TO THE CONTRACT WITH BURTEX CONSTRUCTORS, INC.
FOR CONSTRUCTION OF IMPROVEMENTS TO INTERCEPTOR
SEWER 34 -A, SECTION 3, CALALLEN TRUNK LINE, SAID
CHANGE ORDER NO. 2 PROVIDING FOR THE CITY'S SHARE
OF CONSTRUCTION COST FOR THREE ADDITIONAL MANHOLES
TOTALING $1,824.00 AND CHANGE ORDER NO. 3 ESTAB-
LISHING A UNIT PRICE OF $20.75 PER LINEAR FOOT FOR
ADDITIONAL FOUNDATION STABILIZATION TO BE INSTALLED
ONLY AT LOCATIONS DETERMINED AND AUTHORIZED BY THE
ENGINEER; APPROPRIATING $20,000 OUT OF THE NO. 250
SANITARY SEWER BOND FUND APPLICABLE TO PROJECT NO.
250 -72 -5; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute Change Orders No. 2 and 3 to the contract with Burtex Constructors,
Inc. for construction of improvements to Interceptor Sewer 34 -A, Section 3,
Calallen Trunk Line, said Change Order No. 2 providing for the City's share
of construction cost for three additional manholes totaling $1,824.00 and
Change Order No. 3 establishing a unit price of $20.75 per linear foot for
additional foundation stabilization to be installed only at locations
determined and authorized by the Engineer.
SECTION 2. That there is hereby appropriated out of the No. 250
Sanitary Sewer Bond Fund the sum of $20,000 for the work aforesaid occasioned
by Change Orders No. 2 and 3, applicable to Project No. 250 -72 -5.
SECTION 3. The necessity to authorize execution of the aforesaid
Change Orders and to provide the sums necessary in order to complete the
project creates a public emergency and an imperative public necessity requiring
the suspension of the Charter rule that no ordinance or resolution shall
be passed finally on the date of its introduction but that such ordinance
or resolution shall be read at three several meetings of the City Council,
and the Mayor having declared such emergency and necessity to exist, and
having requested the suspension of the Charter rule and that this ordinance
be passed finally on the date of its introduction and take effect and be
in full force and effect from and after its passage, IT IS ACCORDINGLY SO

CHANGE
Construct no more than 3 additional manholes on the 18" sewer
on the South side of Up River Road between Sta. 66 + 19 and
77 + 00 as shown on Sheets 7 and 8 a revised January 13, 1976.
(These additional manholes do not include the 3 manholes now
shown on these revised sheets on the South side of Up River Road
which manholes are to be constructed as a part of the relocated
line.) The Contractor is to bear the cost of the additional
manholes up to 6 feet above the pipe invert with the City paying
for only the portion from 6 feet above the invert at the contract
unit price for Item 23 of $57.00 per linear foot.
Estimated City cost for 3 manholes = 32 Extra Feet @ $57.00

Why was this change necessary? (If left off the plans and specifications, explain why.)
Contractor requested an underground structure at 200+' intervals for air testing purposes.

How can similar changes be avoided in the future? This change made for the convenience
of the Contractor.

CHANGE ADD DEDUCT
For foundation stabilization installation to be paid for only at
locations authorized by the Engineer. Foundation to consist of
an additional 18" of crushed rock below the normal rock embed-
ment with either two layers of 15 lb. roofing felt, or "Visqueen"
over the 18" additional rock foundation.
Payment for this additional rock stabilization to be made only
where authorized by the Engineer at a price of $20.75 per
linear foot. No estimate made of amount that may be required.
Why was this change necessary? (If left off the plans and specifications, explain why.)
To define type, and unit price, of foundation stabilization to be used in case of
unanticipated weak foundation conditions.
How can similar changes be avoided in the future? This is in accordance with paragraph
B- 8 -4(a) of the Special Provisions in the Contract.
