AN ORDINANCE
ADOPTING THE FACILITY PLAN FOR THE FLOUR BLUFF WASTE-
WATER TREATMENT SYSTEM IMPROVEMENTS AS PREPARED BY
URBAN ENGINEERING, A SUBSTANTIAL COPY OF WHICH IS ON
FILE IN THE OFFICE OF THE CITY SECRETARY AND MADE A
PART HEREOF BY REFERENCE THE SAME AS IF COPIED VER-
BATIM HEREIN; AND AUTHORIZING THE CITY MANAGER, UPON
APPROVAL OF THE STEP 1 WORK BY THE TEXAS WATER QUALITY
BOARD, TO SUBMIT AN APPLICATION AND EXECUTE ALL
DOCUMENTS RELATING TO THE APPLICATION TO THE ENVIRON-
MENTAL PROTECTION AGENCY FOR FUNDS RELATING TO STEP 2
WORK, ALL IN ACCORDANCE WITH THE REQUIREMENTS OF
PUBLIC LAW 92 -500; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That the Facility Plan for the Flour Bluff Waste-
water Treatment System improvements, as prepared by Urban Engineering, a
substantial copy of which is on file in the office of the City Secretary
and made a part hereof by reference, the same as if copied verbatim
herein, be and the same is hereby adopted.
SECTION 2. That the City Manager be and he is hereby author-
ized, upon approval of the Step 1 work by the Texas Water Quality Board,
to submit an application and execute all documents relating to the
application to the Environmental Protection Agency for funds relating to
Step 2 work, all in accordance with the requirements of Public Law 92 -500.
SECTION 3. The necessity to adopt the aforesaid Facility
Plan for the Flour Bluff Wastewater Treatment System improvements and to
submit such documents and applications as may be necessary to facilitate
the construction of the wastewater treatment system improvements as
aforesaid creates a public emergency and an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or resolu-
tion shall be passed finally on the date of its introduction but that
such ordinance or resolution shall be read at three several meetings of
the City Council, and the Mayor having declared such emergency and
necessity to exist, having requested the suspension of the Charter
rule and that this ordinance take effect and be in full force and effect

from and after its passage, IT IS ACCORDINGLY SO ORDAINED this the -aq-

ORDINANCES A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
