LICENSING. BY AMENDING SECTION 13-61 SO AS TO INCREASE MEM- BERSHIP ON THE ELECTRICAL ADVISORY BOARD TO NINE, TWO OF WHICH SHALL BE ENGINEERING MEMBERS, ONE A REGISTERED PROFESSIONAL ENGINEER IN TEXAS, AND THE OTHER AN ELECTRICAL ENGINEER'I'NG GRADUATE WITH AT LEAST FIVE YEARS EXPERIENCE; FURTHER ArffiIDING SECTION 13 -61 TO PROVIDE FOR TENURE OF TWO YEARS FOR EACH BOARD MEMBER; AMENDING SECTION 13 -73(d) SO AS TO SUBSTITUTE TECHNICAL SCHOOLING OR COLLEGE EDUCATION FOR PART OF THE REQUIRED EXPERIENCE FOR LICENSING FOR MASTER ELECTRICIAN; FURTHER AMENDING SECTION 13 -73 BY ADDING SUBSECTION (d), PROVIDING FOR LICENSING OF MASTER ELECTRICIAN - SIGN OR ELEVATOR, AND BY ADDING SUBSECTION (e), PROVIDING FOR LICENSING OF MAINTENANCE ELECTRICIANS; REPEAL- ING ALL ORDINANCES IN CONFLICT; PROVIDING FOR SEVERANCE; PROVIDING FOR PUBLICATION. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. The Code of Ordinances, City of Corpus Christi, 1976 Revision, adopted by Ordinance No. 13121 on April 7, 1976, is hereby amended by amending Division 1 of Article III of Chapter 13 thereof as follows: A. Amend Section 13 -61 by amending paragraph (a) to hereafter read as follows: "(a) Creation; Appointment: There is hereby created the Electrical Advisory Board (hereinafter called 'Board') consisting of nine (9) persons who shall be appointed by the City Council. This board shall have the guidance and assistance of the Building Official and the Chief Electrical Inspector." B. Amend Section 13-61 by amending subparagraph (3) of para- graph (b) thereof to hereafter read as follows: "(3) Two (2) Engineering Members: One shall be a registered professional engineer in Texas, and the other shall have a bachelor's degree in electrical engineering and a mini,m,m of five (5) years experience in electrical MICROFILMED JL3617 engineering." C. Amend Section 13 -61 by amending paragraph (c) thereof to hereafter read as follows: "(c) Tenure of office: All terms shall be for two years. The term of each member shall continue until his successor is appointed. Any member of the board may be removed by the City Council for cause. Vacancies within the board shall be filled by appointment for the unexpired term." D. Amend Section 13 -73 by amending paragraph (c) thereof by adding the following: "Applicants shall be examined as provided in Sections 13 -60 through 13 -82. A certificate of graduation from, or successful com- pletion of a recognized technical school or college shall be credited year of education for year of experience not exceeding three (3) years as part of the required five (5) years experience." E. Amend Section 13 -73 by amending paragraph (d) thereof to hereafter read as follows: "(d) Master electrician - sign or elevator: If the applicant desires to do work in electrical elevator or electrical sign installation, repair and /or maintenance, he shall pass a special examination on the same basis as that given to a master electrician, but with diagrams and a set of questions appli- cable to his particular classification. Such applicant shall file with the application an affidavit setting forth that such applicant is not less than twenty -one years of age and has had not less than five years experience in the installation, alteration, and repair of electrical elevators or signs, or equally qualifying experience for at least five years. Applicant shall be examined as provided in Sections 13 -60 through 13 -82. A certificate of graduation or successful completion of a recognized technical school or college shall be credited year of education for year of experience not -2- exceeding three years as part of the required five years experience." F. Amend Section 13 -73 by amending paragraph (g) thereof to hereafter read as follows: "(g) Maintenance Electrician. An applicant for registration as maintenance electrician shall file with the application an affidavit setting forth that he is not less than twenty -one (21) years of age and has had not less than two (2) years of experience in building electrical maintenance under a person who was a licensed electrician; or has held at least a Journeyman electrician's license for a continuous period of not less than twelve (12) months. Applicant shall file with his application a letter bearing the signature of the person by whom he is regularly employed and the address of the place of employment, or shall state that he intends to do work under this classification and will furnish the Chief Electrical Inspector with the letter described above when so employed and will notify the Chief Electrical Inspector of each such change of employment during the life of his license. Applicant shall pass an examination equivalent to and on the same basis of a journeyman electrician as provided herein." SECTION 2. That all ordinances or parts of ordinances in conflict be and the same are hereby repealed to the extent of such conflict. SECTION 3. If for any reason any section, paragraph, sub- division, clause, phrase, word, or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdiction it shall not affect any other section, paragraph, sub- division, clause, phrase, word, or provision of this ordinance, for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, phrase, word, or provision hereof be given full force and effect for its purpose. SECTION 4. This ordinance shall take effect from and after its passage and publication one time in the official publication of the City of Corpus Christi, which publication shall contain the caption stating in summary the purpose of the ordinance and the penalty for violation thereof.
