AN ORDINANCE
AUTHORIZING SUBMISSION OF A GRANT APPLICATION TO THE
TEXAS OFFICE OF TRAFFIC SAFETY FOR $10,045.13 FOR
100% FUNDING FOR INSTALLATION OF A HIGH PERFORMANCE
DRIVING COURSE FOR THE TRAINING OF POLICE OFFICERS,
IN SUBSTANTIALLY THE FORM ATTACHED HERETO, MARRED
E%HIBIT "A ", AND MADE A PART HEREOF, AND AUTHORIZING
EXECUTION OF THE GRANT AND OTHER DOCUMENTS NECESSARY
TO CARRY OUT THE PROGRAM IF THE GRANT IS APPROVED;
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That authorization is hereby given for submission
of a grant application to the Texas Office of Traffic Safety, in the amount
of $109045.13, for 1009 funding for installation of a high performance
driving course for the training of police officers, all as more fully set
forth in the grant application, a substantial copy of which is attached
hereto, marked Exhibit "A ", and made a part hereof.
SECTION 2. That authorization is hereby given for execution of
all contracts and other documents necessary to carry out the program
aforesaid, if the grant is approved.
SECTION 3. The necessity to submit the aforesaid grant appli-
cation and authorize execution of documents necessary to carry out the
Program outlined for the additional training of police officers creates a
public emergency and an imperative public necessity requiring the suspension
of the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor
having declared such emergency and necessity to exist, having requested the
suspension of the Charter rule and that this ordinance take effect and be
in full force and effect from and after its passage, IT IS ACCORDINGLY SO

1• The City of Corpus Christi will:
A. Utilize the Performance Driver Training Program consisting of at least
16 hours of training.
B. The Performance Driver Training Program will
instructors. be conducted by qualified
C. Train currently qualified officers and insert program into the
Academy schedule.
D. Make course available to other departments and other politic l subdivisions
as able.
E. Submit Quarterly Project Claim and Reimbursement Reports using the forms
and procedures specified in Attachment 4.
II. The Office of Traffic Safety. State Department of Highways and Public
Transportation, will:
A. Reimburse the City for funds expended (up to the limit shown on Page 7
of this contract) for the following: Labor for Electronic Installation
and Pavement Marking, Electronic and Related Installation Equipment,
Skid Pad (Genite), Off -Road Recovery Materials, Safety Equipment,
Vehicle Modifications, and Pavement Marking Materials.
The City will bear all other costs-
III. Milestone Chart
1. Project Start - March 1,1977
2. Submit Quarterly Reports - April 30, 1977; July 31, 1977; October 31, 1977
3. Project Close - September 30, 1977
IV. Evaluation - Administrative Assessment and by comparison of police - involved
traffic crashes where officer was at fault, such comparison to be made between
number of crashes prior to training and after training.

SPECIAL PROVISIONS
1. Unless prior approval in writing is obtained from the Office of Traffic
Safety, State Department of Highways and Public Transportation, no costs
may be incurred after the end of- the contract period specified.
2. -No indirect costs and no contractual services shall be.eligible for
reimbursement.
3. Costs are subject to verification by Office of Traffic Safety, State _
Department of Highways and Public Transportation auditor. Documentation
by source document should be available. No matching ratio is intended to
be established for this contract.
4. Approval of this contract is for the stated contract period only. This
approval does not commit of promise to commit funding for any subsequent
contract period..

TEXAS TRAFFIC SAFETY PROGRAM PROJECT CLAIM. AND PERIODIC REPORT
SCOPE. This document provides instructions for the completion of
OTS forma PR- 1,314,5,6, and 71 referred to collectively as
the 'TEXAS TRAFFIC SAFETY PROGRAM CLAIM ARD PERIODIC REPORT'
(Enclosures 1 thru 6).

the terms of most Texas Traffic Safety Program contracts.
