HomeMy WebLinkAbout13638 ORD - 02/23/19770 JKH:vp:2 /22/77•lst AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH NUECES COUNTY FOR THE CONTINUATION OF THE PROGRAM FOR THE ELDERLY OUTSIDE THE CITY LIMITS OF CORPUS CHRISTI, THE CONTRACT TO PROVIDE FOR COUNTY FUNDS IN THE AMOUNT OF $56,000 TO BE USED IN CONTINUATION OF ACTIVITIES SUCH AS TRANSPORTATION, OUTREACH, REFERRAL AND FOLLOW -UP, INFORMATION, RECREATION, AND SOCIAL SUPPORTIVE SERVICES FOR A PERIOD OF ONE YEAR BEGINNING MARCH 1, 1977 AND ENDING FEBRUARY 28, 1978, ALL AS MORE FULLY SET FORTH IN THE CONTRACT, A SUBSTANTIAL COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A "; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL RELATED AND NECESSARY CONTRACTS, AMENDMENTS AND OTHER DOCUMENTS REQUIRED IN THE ADMINISTRATION AND IMPLEMENTATION OF THE AFORESAID PROGRAM; AND DECLAR- ING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be and he is hereby authorized to execute a contract with Nueces County for the continuation of the program f for the elderly outside the City limits of Corpus Christi, the contract to provide for County funds in the amount of $56,000 to be used in continuation c� of activities such as transportation, outreach, referral and follow -up, information, recreation, and social supportive services for a period of one year beginning March 1, 1977 and ending February 28, 1978, all as more fully set forth in the contract, a substantial copy of which is attached hereto, marked Exhibit "A ", and made a part hereof. SECTION 2. That the City Manager be and he is hereby authorized to execute all related and necessary contracts, amendments and other docu- ments required in the administration and implementation of the aforesaid program. SECTION 3. The necessity to authorize execution of the contract and all related and necessary contracts, amendments and other documents required in the administration and implementation of the aforesaid program creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having MICROFILMED 13638 JUL 0 71980 0 - - - I ...' 0 requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the ti[3 M c{ day of February, 1977. BUDGET NARRATIVE ......................6 BUDGET .......... ..............................8 AUTHENTICATING SIGNATURES .....................9 INTRODUCTION The Senior Community Services program has been able to expand the services offered to the elderly to include Nueces County as well as the City of Corpus Christi. This expansion is due largely to the County's contribution to what previously had been a city -wide program. The services to the elderly residing outside of the corporate limits of Corpus Christi have been expanded to a level comparable to that of the City program. This proposal for funding is presented to the County for a twelve -month period, March 1, 1977, through February 28, 1978, in order that the Senior Com- munity Services program can continue to provide a comprehensive overall program for the elderly residing in Nueces County. PLAN FOR THE PROJECT The purpose for these funds is to maintain the level of services which are presently being delivered in the Robstown area and to improve the quality of service to the elderly in this area. A. OBJECTIVES 1. Maintain the operation of a multi - purpose senior center in the City of Robstown. The City of Robstown has contributed to this by providing space in a building which is used as a meal site and recreational center by the Senior Community Services program. The County in turn assisted in the maintenance of the building. 2. Maintain and improve present services such as transportation, out- reach, referral and information, follow -up, recreation, nutrition, nutrition education and other supportive services. • .... • B. STAFFING - GENERAL SUPERVISORY The operation of the program is the responsibility of the Senior Com- munity Services Director and supportive staff. A description of staff which will direct the overall program follows: 1. Senior Community Services Director - This person is responsible for the delivery of services and the overall operation of the program. This person is directly responsible to the Director of the Depart- ment of Planning and Urban Development. 2. Outreach Supervisor - This person is responsible for the direct supervision of all outreach workers and site managers whose respon- sibility is that of providing outreach, referral, follow -up and information services. This person schedules training and provides proper guidance to the staff in the performance of their duties. 3. Nutrition Program Coordinator - This person is responsible for co- ordinating the operation of the nutrition program. This includes providing a well- balanced meal five days a week. The Coordinator assures the delivery of all congregate and home delivered meals. 4. Recreation Supervisor - This person is responsible for developing and maintaining recreational activities in each of the senior cen- ters. The recreational supervisor plans and assures implementation of the recreation services offered by the program. 5. Transportation Coordinator - This position, funded jointly by the Department of Public Welfare (DPW) and the Urban Mass Transporta- tion Administration (UMTA), is responsible for the development, maintenance and scheduling of an effective transportation system. -2- The coordinator and transportation staff assure transportation services to and from meal sites as well as home meal delivery. The County program will gain full benefit from the supervisory staff. The supervisory staff will provide direction and support to staff spe- cifically assigned to the County program. C. STAFFING - COUNTY Five staff members are assigned specifically to the County Senior Ser- vices Program. A description of their duties is provided: 1. One Site Manager /Two Outreach Workers - These persons provide outreach, referral, follow -up and information services. Staff as- signed to the meal site centers serve meals to center participants. They also evaluate and authorize the need for home delivered meals to the elderly. 2. One Bus Operator - The bus operator is responsible for providing transportation to the elderly. The elderly are transported to pro- fessional offices, grocery stores, drug stores, resource agencies, senior recreation centers, and elsewhere. The bus operator is also responsible for the home delivery of meals. One 12- passenger van serves the Robstown area. 3. One Janitor - This person is responsible for cleaning and maintain- ing the center area and equipment and providing whatever other as- sistance is necessary. D. DESCRIPTION OF SERVICES 1. Transportation - This service provides transportation for the elderly to and from the senior centers, grocery and drug stores, food stamp center, Social Security Office, doctor's offices, other -3- professional offices and elsewhere. Initially, one van and driver, paid for from the regular program grant, provided this service. As a result of the County's participation, one other van and driver have been added to expand this service. 2. Outreach - The staff provide outreach services which seek out and identify the isolated elderly and those in need of assistance from the program. The staff's function is to encourage participation by providing an environment conducive to social interaction among the elderly. 3. Referral /Follow -Up - The outreach staff, after making a needs assessment, will make proper referrals. These referrals include Senior Community Services' own programs as well as the programs of other resource agencies. Follow -up is provided on each person referred by the outreach workers to insure proper disposition of cases. 4. Publications - Senior Community Services presently publishes a bilingual newsletter entitled Sexvfce,P.ne. It is distributed to approximately 3,000 persons and agencies. 5. Nutrition - Senior Community Services has increased the number of meals served in Robstown and the surrounding area. 6. Recreation - The center provides a place for companionship, recrea- tional activities and a meal site. Recreation includes such activi- ties as ceramics, leatherwork, knitting, crocheting, cards, bil- liards, dominoes, bingo, dancing, reading and /or any activity pre- ferred by the elderly. Recreational activities take place before and after meals are served. -4- Center participants are able to participate in tours and acti- vities sponsored by Senior Community Services. A variety of trips and tours have been taken; they have included: 1 Fishing trip to the bay. 2 Sightseeing trip to the bay. 3 Houston Astroworld trip. 4) Brownsville, Zoo trip. 5) Austin, LBJ Library, Governor's Mansion and State Capitol. 6) Senior Citizens Fair in Corpus Christi. 7 Nuevo Laredo Shopping trips. These activities are readily available to persons who actively participate in the centers. The tours offer an opportunity for the elderly to become more mobile and more involved in their surround- ings. 7. Social- Supportive Services - Other assistance provided through the centers includes counseling, education, direct assistance by resource agency representatives, telephone reassurance, home visitation and other social services. E. PROGRAM PARTICIPATION A description of the level of participation and extent and manner in which services are delivered is provided: 1. Outreach Services - Outreach services are designed to seek out the isolated elderly, identify needs and provide the necessary assistance to alleviate those needs. An average of 42 older persons are being served each month. 2. Information /Referral - Once the outreach has been done and the needs have been determined, information and referral is provided in order to maximize the resources available in the area. This service in- volves providing information relative to existing agencies whose -5- programs are designed to serve the elderly. This service is pro- vided by outreach workers through personal contact and verbal contact. The monthly average of older persons given information and /or referral is 21. 3. Follow -Up Services - When an older person is referred, follow -up services are provided to determine the result of the referral. This enables the staff to determine whether or not the person was assisted or whether the referral was appropriate. Follow -up ser- vices are provided to a monthly average of 16 older persons. 4. Recreation - Recreational activities involve a multitude of areas of interest that include sewing,- knitting, crocheting, billiards, cards, dominoes, dances, trips and other activities. The average monthly level of participation is about 516 older persons. 5. Transportation - Transportation services are provided by two sources, the regular transportation provided by Senior Community Services and County supported transportation service. The average monthly number of older persons served by both services is 993. 6. Nutrition - The nutrition program provides one balanced meal per day to older persons who are 60 years of age or older. Meals are served in a congregate setting in Robstown and Bishop with home deliveries when required. The average number of meals served is approximately 1,352 meals per month. F. BUDGET NARRATIVE The budget provides for a twelve -month operation from March 1, 1977, through February 28, 1978. In addition to the salaries, the following are charged to the County program budget: 1) Fuel, lubrication and maintenance of the County van, 2) Maintenance of the recreational center and kitchen, and 3) Recreational supplies and equipment. The total budget for the twelve month period beginning March 1, 1977, shall be $56,000. The City agrees to bill and the County agrees to pay for services rendered hereunder on a monthly basis in accordance with the budget. It is mutually understood and agreed by the parties hereto that the City shall have control of the employees hired hereunder and for the administration of the program. The County participation is the funding of the program for those areas outside the corporate limits of the City of Corpus Christi which areas would not receive the services provided herein but for said funding. The County reserves the right to cancel this agreement by giving the City thirty days written notice. In the event of such cancellation the County agrees to assume rent pay- ments under any contract previously entered into with the approval of the County. In all events all capital assets pruchased will be the property of the County.
